THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO JOHNS HOPKINS UNIVERSITY/APPLIED PHYSICS LABORATORY (JHU/APL) TO ASSIST THE NATIONAL GEOPSPATIAL-INTELLIGENCE AGENCY (NGA), RESEARCH DIRECTORATE. NGA intends to issue a sole source Indefinite�Delivery-Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract to�John Hopkins University Applied Physics Laboratory (JHU/APL), in its capacity as a Department of Defense (DoD) University Affiliated Research Center (UARC) pursuant to 10 U.S.C. 2304 (c)(3)(B), and implemented by FAR 6.302-3, �the head�of an agency may use procedures other than competitive procedures only when it�is necessary to award the contract to a particular source or sources in order to establish�or maintain an essential engineering, research, or development�capability to be provided by an educational or other nonprofit institution or a�federally funded research and development center.� This contract will be awarded to JHU/APL�to establish or maintain an essential engineering, research, or development capability to be provided by an education or other non-profit institution or a federally funded research and development center. UARCs enable the DoD to establish and maintain long-term strategic relationships with selected universities, to conduct essential research, development, and scientific and engineering expertise in core competency areas important to DoD.� Awarding this contract to JHU/APL is necessary to establish an essential capability for engineering and developmental work calling for the practical application of investigative findings and theories of a scientific or technical nature. The IDIQ will be executed with a five-year ordering period. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their capabilities with respect to this requirement by 02 December 2022, 1600 Eastern Standard Time, no further information will be accepted after this time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose for determining whether to conduct a competitive procurement. The Government will not pay or reimburse for any submissions.
