Description
Combined Synopsis/Solicitation for Dare to Lead Training 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 89503023QWA000147 is being issued as a Request for Quotation (RFQ). This solicitation and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2022-08. 2. This solicitation is set-aside for Total Small Business pursuant to FAR 19.1502-2 Total small business set-asides. The North American Industry Classification System (NAICS) code is 611430 � Professional and Management Development Training, with small business size standard of $13M. Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered and active in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. 3. FAR Clauses 52.212-1 through 52.212-5 applies to this acquisition. For the exact text and wording of clauses and provisions please see https://www.acquisition.gov/. The Government contemplates an award of a Firm-Fixed-Priced purchase order resulting from this solicitation. FAR 52.212-2: See Attachment 2 � Evaluation Factors for more information. Oral presentations will be conducted to evaluate each contractor�s facilitator�s training ability and knowledge of the Dare to Lead curriculum. Each contractor will be allowed one (1) hour to demonstrate their Dare to Lead training. The oral presentations will be held in coordination with the vendors who submitted quotations. 4. Description of Services: This requirement is for several standalone instructor-led in-person (6 locations) and virtual training of Brene Brown�s Dare to Lead Curriculum (see Attachment 1 � Statement of Work for more details). The anticipated period of performance is from contract award through September 30, 2023. In-person and virtual training dates will be determined after award in coordination with the awardee. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered by WAPA. 5. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of technical capability and price. Non-price factors (i.e., technical approach, oral presentation, and past performance), when combined, are more important than price. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. 7. Submit the following documents in response to this RFQ: a. Technical Approach Statement b. Price Quotation (see Attachment 3 � Pricing Schedule) NOTE: The Technical Quotation shall not exceed 15 pages and Pricing shall be submitted as a separate document. 8. Quotations must be submitted no later than the RFQ close date and time stated on this notice. Questions must be submitted no later than December 5, 2022, 4:00PM MT. Offerors who fail to complete and submit the requirements above may be considered non-responsive.
