- Sources Sought Only for the Durham VA Medical Center (VAMC), Durham North Carolina 27705. This is not a request for bids, quotes, or proposals. This is a Sources Sought notice for the identification of potential vendors capable of providing community mapping efforts that are available to Veterans and Transitioning Service Members (TSM). This includes services necessary to conduct assessments of the services available within 3,141 counties in the United States and are often based on the needs of the community. There are basically (4) task, Strategy & Project Management, Data Collection, Data Analysis and Communication & Stakeholder Engagement. First Task is to provide an assessment and shall include at a minimum; a (1) common agenda - of setting an overall strategy for the project through a project charter that identifies the mission, goals and overarching activities for the effort along with stakeholder roles. (2) Mutually Reinforcing Activities of creating a project plan depicting key activities, dependencies, deliverables and milestones, providing weekly status reports, highlighting activities completed, upcoming activities and potential risk and mitigation strategies. (3) backbone support-Implementing a governance structure outlining roles, responsibilities and decision making hierarchy. (4) Continuous Communication Developing and executing processes, procedures and tools by which stakeholders will interact and communicate throughout the project. Second Task is to provide a plan and shall include, (1) Desktop Research, Research Interviews, Ethnographic Interviews, Cataloging, and Sub-Committee Coordination. Third Task is to collect data that can be utilized for (2) purposes; to communicate resources available in the community and to facilitate funding decision based on saturation or gaps in service offered. The analysis shall include, Community Mapping, Prototype Development, and Reporting. The last task is Communication &Stakeholder Engagement. This will include Veteran and TSM Outreach, Stakeholder Analysis, Ongoing Internal Engagement and playbook. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification (hubzone, 8(a), small, small disadvantaged, small veteran owned or service disabled veteran owned small business) relative to NAICS 541611. Consistent with Public Law 109-461 VA's Veterans First Contracting Program , first priority would be given to SDVOSB and VOSB concerns, should there be sufficient firms available to compete under a set aside if the requirement goes to solicitation. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information submitted in response to this Sources Sought notice become property of the Government. Interested and capable respondents are requested to provide the information below. All responses to this notice shall include: company name, address, point of contact, phone number, Unique Identification numbe, capabilities statement and the list geographical location the respondent is able to service. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00 am e.s.t. on December 6, 2022. This notice is to assist the VA in determining sources only. All contractors interested in doing business with the Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses should also indicate whether the company is verified by the VA in the Vendor Information Pages (VIP) Database at www.vetbiz.gov.
