This Sources Sought Notice�/ Request for Information (RFI) is strictly for market research.� It is for informational and planning purposes and shall NOT be construed as a solicitation or as an obligation or commitment by the Government at this time. The United States Patent and Trademark Office (USPTO), Office of Administrative Services, has a requirement to procure HSPD-12 compliant PIV cards. The purpose of this Sources Sought notice is to determine the interest and capability of potential Small Businesses firms to meet this requirement defined in the scope below. SPECIFICATIONS/ SCOPE Objective The overall objective of this contract is to procure approximately 34,100 HSPD-12 compliant PIV cards and continue the necessary support services for USPTO. Introduction Homeland Security Presidential Directive 12 (HSPD-12) requires the implementation of a mandatory, government-wide standard for secure and reliable forms of identification for Federal employees and contractors. The standard was established in the National Institute of Standards and Technology Federal Information Processing Standards Publication 201-2 (FIPS-201-3) �Personal Identity Verification (PIV) of Federal Employees and Contractors.�� Scope The scope of the work includes: Provide government with proofs of card layout and art work Provide government with appropriate Private Key Infrastructure (PKI) materials and assistance to USPTO on installation on government Card Management System (CMS) servers. Produce cards within specified timeframe to meet USPTO requirements. Detailed Task Requirements The vendor shall provide the customer a final graphical proof of the PIV Card for review and approval prior to production of cards.� The Customer will validate the PIV Card graphical proof and provide authorization to proceed on the production order.� The vendor will include the setup and configuration process for the PIV Applet. Card Type: FIPS 201 Compliant� Dual Interface Card Card Feature Requirements: Full Crypto support for all algorithms listed in SP800-78-3 Full support for SP800-73-3 features, including 20 retired encryption keys and iris container 128K of EEPROM memory MINEX II validation of match on card algorithm for PIV interoperability NPIVP certificate with SP800-73-3 FIPS 140-2 Level 2 certificate Redundant, validated, chip suppliers Laser Engraving of CUID on back of card Custom OVI Front Side w/Registered Security Description Minimum Compliance: FIPS 201-1 FIPS 201-2 FIPS 201-3 FIPS 140-2 SP 800-78-3 ISO 9000 certification for both Manufacturing and Personalization facilities GSA approved products list Deliverables Electronic encoding of the ID cards is necessary for PIV compliance. The products and services to be provided under the resulting contract will provide the USPTO with a supply of PIV cards, and various customization services including: Key Ceremony to generate required Public Key Infrastructure (PKI) certificates, PIV compliant Card Personalization (rendering of personal names), PIV compliant Card Graphical Personalization (embedded agency name and logo), PIV compliant Chip Customization (programing required personally identifiable biometric information on the card) during Electrical Profile Personalization with the PIV compliant standardized format for data exchange, networking of sub-systems, file transfer, and Extended Administrative commands. Period of Performance The period of performance is anticipated to be January 1, 2023 � December 1, 2027. The period of performance will consist of a twelve-month base year and four twelve-month option years.
