- DESCRIPTION: This Sources Sought notice is being issued by the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), through Army Contracting Command � Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), to conduct Market Research in accordance with FAR Part 10. The JPEO-CBRND has a requirement for high-level strategic support services to assist in achieving domestic and international medical portfolio program objectives. This effort requires the potential contractor to provide knowledge-based guidance as the JPEO considers and develops CBRN Medical Countermeasures (MCM) within its medical portfolio, based on Warfighter needs, and relevance to the Chemical Biological Defense Program (CBDP) and international CBRN community program objectives. To accomplish this task, the potential contractor must have a comprehensive understanding of the following: technical aspects of the function and development of drugs, biologics, vaccines, and diagnostics; the use of computational biology and artificial intelligence tools to optimize their production and performance; adverse health effects of CBRN threats and potential roles of MCM in health recovery; provider (medical doctor, physician�s assistant) experience on the use of MCM and medical products; the pharmaceutical manufacturing process, and the evaluation of quality, safety, and efficacy; the biologics and drugs development and approval processes of the U.S. Food and Drug Administration and international health authorities; the CBRN threat landscape in the U.S. and abroad; and MCM programs currently ongoing in the global CBRN community to respond to those threats; global MCM supply chain risk management; innovative business strategies to unite and execute JPEO-CBRND mission areas. Due to the high-level visibility and complexity of projects in the JPEO-CBRND medical portfolio, JPEO-CBRND requires that the potential contractor possess ALL of the following: deep reach back to subject matter experts (masters- and doctoral-level practitioners) representing career fields in medicine, science and technology, drug development and manufacturing, clinical study execution and international regulatory laws, and business management; a physical international presence (brick-and-mortar and personnel) in the Five Eyes countries, NATO alliance member countries, and Israel; pre-existing strategic relationships with stakeholders in the US and international CBRN communities; demonstrable experience engaging at the highest levels of government, including the White House and Office of the Secretary of Defense; exceptional business strategy acumen, including the ability to integrate Fortune 50 commercial best practices for intra-/inter-organizational and stakeholder interactions, process frameworks for individual programs, use of analytics and advanced data tools, portfolio management, transparency in decision making and accountability, and other business processes necessary to optimize JPEO-CBRND activities within the CBRN community. experience with Government procedures and processes: Department of Defense Planning, Programming, Budgeting and Execution; working within the Defense Acquisition System (DoDI 5000.01); Department of Defense interactions with the U.S. Food and Drug Administration for CBRN emergencies, per P.L. 115-92. SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required services to meet the needs of the Government. Responses shall discuss how your services will meet the requirements Responses are not to exceed five (5) pages. Responses shall be in electronic format.� A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification System (NAICS) code of this notice and points of contract (names, email, and telephone numbers) at a minimum.� The cover page is not considered in the total page count. JPEO-CBRND will accept only electronic unclassified submission of responses. Responses shall be sent to david.s.riddle12.civ@army.mil with the subject line Sources Sought � Notice ID #. All responses shall be unclassified and submitted no later than 5:00PM EST on 15 December 2022. This notice is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals.� This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Phone calls will not be accepted.
