- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center � Pacific requires Watertight Door repairs on the NOAA ship Oscar Dyson. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued under FAR Part 6.302-2 � Procedures for Urgent and Compelling Requirements. (ii) Solicitation number NM-AN2120-23-00334 is issued as a firm, fixed-price, commercial request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08. (iv) The NAICS code for this acquisition is 336611, Ship Building and Repairing; the small business size standard is 1,250 Employees. This acquisition is set aside for small businesses. (v) Line items are as follows: CLIN 0001:������ Watertight Door repairs in accordance with the specifications listed in the Statement of Work (vi) Description of requirements for the items to be acquired:� The NOAA ship Oscar Dyson requires repairs on seven (7) Watertight doors that no longer seal or chalk correctly ����������� Vendor will need to adjust and reseal the doors with OEM-replacement gasket material to ensure the doors function correctly and can meet ABS chalk and watertight tests. Some welding of the stop plates may be required as a part of adjusting the doors for the correct lashing to the sealing surface. Doors will need to pass chalk and watertight tests in the presence of an ABS surveyor after repairs are completed. Work and testing is due to be completed by 02-Jan-2023. ����������� The government has already purchased and will be providing three new similar type doors which can be used for parts. See Statement of Work for additional details. (vii) Vendors will need to be ABS certified for maritime welding and fabrication aboard marine vessels. Period of Performance: Date of award - 01/02/2023 NOAA Ship Oscar Dyson NOAA Marine Center Pacific 2002 SE Marine Science Drive Newport, OR 97365 � (viii) The provision at 52.212-1, Instructions to Offerors�Commercial, applies to this acquisition without addenda. (ix) The provision at 52.212-2, Evaluation�Commercial Items, applies to this acquisition.� Please see attached Terms and Conditions for specific evaluation criteria. (x-xiii) See attached Terms and Conditions for Solicitation (xiv) Defense Priorities and Allocations System ratings are not applicable to this solicitation (xv) Offers are due 07-Dec-2022 at 1600 hours PST. It is the contractor�s responsibility to request and receive confirmation of receipt of quotes. Potential offerors will need to ensure they are registered and current in System for Award Management at the time of quote submission. Offerors will also need to ensure their SAM registration accurately reflects their business size. Submitted offers will need to be complete and meet all evaluation criteria as listed under 52.212-2 in the Solicitation Terms and Conditions. Incomplete offers do not warrant consideration.
