THIS IS A SOURCES SOUGHT ONLY: This Sources Sought is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response and documents submitted in response to this RFI will not be returned. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this sources sought does not preclude participation in any future RFP.� BACKGROUND: The US Army Chemical Materials Activity Recovered Chemical Materiel Directorate (CMA-RCMD) provides centralized management and direction to the Department of Defense (DOD) for the assessment and disposal of recovered chemical warfare materiel (RCWM), and other chemical disposal missions, in a safe, environmentally sound, and cost-effective manner. RCMD is comprised of the following support functions: 1) Archive Research, 2) Programmatic Activities, 3) Assessment of Munitions and Certain Material of Interest and Destruction of RCWM and CAIS, 4) Sustainment of Personnel, 5) Maintenance of Equipment, 6) Support to Combatant Commanders and Others, 7) Research, Development, Test and Evaluation (RDT&E) and 8) Procurement. The recovered chemical materiel assessment and disposal functions are enduring DOD / Army mission areas which are projected to last many decades into the future. A variety of equipment and facility assets as well as operational, management, and maintenance skills have been accumulated by the U.S. Army and its performers in support of accomplishing the RCMD mission areas through the combination of in-house, other government agency (OGA), and contractor skill sets and resources. RCMD is nominally funded to support 18 assessment responses per year, and 2 destruction operations per year. This contract will provide RCMD with program management, mission, and operational planning support to supplement the capabilities of the RCMD in-house staff. The RCMD organic Government staff include the project engineers who require integrated contractual support across inter-related projects as delineated below.� PLACE OF PERFORMANCE:� See attached PWS� THE GOVERNMENT REQUESTS THE FOLLOWING INFORMATION: If you have an existing Capability Statement, please provide it. �Please provide a Brief Narrative discussing the requested information below: Can you meet the required capabilities as stated in the attached PWS? Please provide a brief description of how/why.�� Can you exceed these requirements? If so, how and why is this an additional benefit to the Government? Is there any information that is confusing or needs to be added, as the Government wants to ensure our requirement is understood to the maximum extent practicable. Is your company a Large or Small business? Please provide Small Business Status if not stated on capabilities statement.� Do you anticipate submitting a proposal for this effort? If there are any task(s) or statement(s) made in the attached PWS that you feel are unclear or vague, restrictive, or want to provide additional information on, please provide so the Government can provide clarification language to ensure your business and the Government will have a �meeting of the minds.� SUBMISSION GUIDELINES: Please provide the Capabilities Statement and Brief Narrative/ in a format of Microsoft Word, PDF, or PowerPoint. �Please limit responses to no more than roughly five (5) pages as the Government is not seeking business to endure any significant work, just enough to provide feed back to the Government. Please know it is in your best interest to reply because the GOVERNMENT IS SEEKING ROBUST COMPETITION, especially amongst small business concerns. The response date for this market research is December 22, 2022. No telephone calls will be accepted. Based on number of responses, this RFI may be followed by an industry Day or other.
