Description
THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID.� THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a construction project titled: �FY24 Construct Petroleum, Oil, and Lubricants (POL) Complex, Great Falls, Air National Guard (ANG), Montana� Proposed project will be a firm fixed-price construction project.� In accordance with DFARS 236.204, construction magnitude is estimated to be in the range of $25,000,000 to $100,000,000. 100 percent payment and performance bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237120 Oil and Gas Pipeline and Related Structures Construction, and the associate small business size standard is $39,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. NO SOLICITATION IS CURRENTLY AVAILABLE. The type of solicitation to be issued will depend upon information received in response to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested firms should respond to this notice no matter what business size under NAICS 237120 Oil and Gas Pipeline and Related Structures Construction. Unsolicited proposals will not be accepted. Further, proprietary information is not being requested at this time, and respondents shall refrain from providing proprietary information in response to this sources sought notice. No award will be made from this sources sought notice. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. SUMMARY DESCRIPTION OF PROPOSED PROJECT: The purpose of this project is to provide two (2) Aboveground Storage Tanks (AST), two (2) truck filling stations, two (2) truck off?load stations, POL Operations and Fuels Lab building, truck parking for four (4) refueler trucks and associated spill containment at Great Falls Air National Guard (ANG) installation. The project will provide two (2) truck fill stand fueling points. A pressurized hydrant fueling system will supply one (1) pantograph at each refueling point. Fuel storage consists of two (2) � 50,000 gallon UL 2085 horizontal above ground storage tanks. Bulk fuel load/offload facilities will receive jet fuel (JetA-F24) and issue to bulk fuel vehicles. Operations will be managed from a new POL building with fuel testing lab. This project will also provide one (1) retail Mogas refueling point and one (1) Diesel refueling point. Fuel storage will consist of one (1) � 5,000 gallon UL 2085 horizontal above ground storage tank for each fuel type. Fuel will be received from commercial fuel trucks with integral pumps. Each fuel type will have an offload containment box where the commercial fuel truck will connect and pump fuel into the corresponding fuel tank. Each fuel tank will have an end mounted single hose dispenser with integral pump that will issue fuel at a rate of no greater than 10gpm. The existing fuel system will remain operational until the new CONSTRUCT POL COMPLEX is complete and commissioned for use. The existing fueling facility may be required to be demolished as a part of the project. The preparation of design has been authorized by DLA through USACE HQ and release of Code 6 to NWS. USACE Omaha district (NWO) has been identified as our Designer of Record. SUBMITTAL REQUIREMENTS: See attached document for Submittal Requirements. Responses to this Synopsis will be shared with the Government project team, but otherwise will be held in strict confidence. PLEASE SUBMIT TO: Responses to the Sources Sought Notice should be received no later than 1:00 pm (Pacific Time) on 9 January 2023.
