Description
1.0� �DESCRIPTION The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Space and Facilities Management (OSFM), plans to procure, on a sole source basis, a Lutron Quantum Vue and Enterprise Vue software upgrade from Lutron Services Co., Inc, 7200 Suter Road, Coopersburg, PA 18036. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1)(i); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811210 and the small business size standard is $30 million. It has been determined there are no opportunities to acquire green products or services for this procurement. 2.0� �BACKGROUND The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Space and Facilities Management (OSFM), requires an upgrade of the current Lutron Quantum 2.7.343 software version being used to monitor and control light and shade functions.� The Lutron System manages and controls all lights and window shades at the NCI Shady Grove (SG) Facility.� The automatic lighting and shading systems provide daylight harvesting and help to reduce the power consumption and hence, the utility cost for NCI. On 02/11/2019, the LEED rating of the NCI Shady Grove (SG) Facility was upgraded from a Leadership in Energy and Environmental Design (LEED) Gold rating to a LEED Platinum rating. Therefore, a software upgrade is required to improve the system�s reliability and overall operational integrity.� The current system has not been upgraded in the past 8 years, making the system vulnerable and susceptible to catastrophic failure. 3.0� �SCOPE This acquisition includes a Lutron Quantum Vue and Enterprise Vue software upgrade to the existing Lutron platform. The upgrade shall include a project plan for review and approval by the Government. Following approval of the project plan, a CAD or PDF formatted drawing of the existing space floorplans shall be provided to the contractor for the purpose of database design and testing.� The contractor shall install new Quantum software on a Government provided server onsite.� The project includes the below list requirements: The contractor shall complete a site visit to acquire sequence of operations for existing lighting system. The contractor shall extract the current system database via Quantum. The contractor shall complete system diagnostics, note issues, and a resolution plan. The contractor shall install Quantum software on a Government provided server onsite. The installation includes copying the existing lighting system configuration files.� The contractor shall review the Government provided load schedule in support of accurate power and energy usage data records. The contractor shall upgrade the system firmware with the latest version and update all 32 processors and configure, as required. The contractor shall conduct a system-wide test validating all devices are communicating with the Lutron system. 3.1������ REQUIRED ITEMS The following items are required: Item Description: 1)��Quantum Vue Upgrade (2001114), Quantity 1. 2)� Enterprise Vue License 2089722 Adder, Quantity 1. 4.0 ����� SPECIAL ORDER REQUIREMENTS 4.1������ PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required: 1. Operational Improvements: a. Zone Flash feature: When adjusting the system, confirm quickly and easily which lights are being affected. b. XML Web Service: Ability to communicate with 3rd party integrated control systems using XML protocol. c. Simple Conditional Logic: Define rules to perform specific actions based on the state of other individual components. d. Advanced Conditional Logic: Define rules to perform specific actions based on the state of multiple other components. e. Energy Metering: Meet LEED requirements and/or other sustainability standards by measuring energy use. f. Brightness Override: Close automated shades to shield employees from unexpected glare. 2. Interface Improvements: a. Multiple Ballast Replacement: Resolve ballast replacements quickly with a supportive wizard tool. b. Alerts & Alarms: System will detect and warn designated managers via email of problems before they cause disruption to occupants. c. Administrative Access Rights: Decide which employees can control certain areas of your campus or building. d. Favorite Buttons: Save programming configurations to switch instantaneously between lighting events across areas and devices. e. Web-based Application: Accessibility to the system via any device that is network-connected to the Lutron network. f. Custom Floorplan Integration: Access to system controls and actions via a floorplan image broken into user-defined areas g. Intuitive Tile Interface: Improved and updated user interface via clickable tile icons h. Savings by Strategy Reports: Summary graphical view of total energy savings by method, such as occupancy sensing, timeclocks, etc. i. Space Type Definitions: Ability to create discrete space categories within Quantum to quickly specify a sequence of operations for spaces with similar applications. 3. Hardware Integration Improvements: a. Radio Shadow Sensors: Keep automated Sivoia QS shades open when the environment casts shadows on the user�s building/facility. b. Zone Mapping: Allows Lutron Grafik Eye units to be programmed by individual zone without the need to re-run wire in the space. c. Mullion-Mount Shadow Sensors: Updated version of the shadow sensor to allow for mounting on window mullions. d. Palladiom Keypads: Redesigned keypad style options available for integration with the user�s system. e. LED Driver Support: Identification enabled for Lutron LED drivers to more easily identify fixture types and improve energy reporting data. f. Grafik T Slider: Support for the new Grafik T control 4.2������ DELIVERY/INSTALLATION The Contractor shall deliver/install the required upgrade within thirty (30) business days of award.� The software shall be deployed onsite. The NCI end user address is: National Cancer Institute, (NCI) Office of Space and Facilities Management (OSFM) 9609 Medical Center Drive, Room TW-108 Rockville, MD 20850 The software upgrade shall be supplied, installed and tested on the Government supplied equipment at 9609 Medical Center Dr. TW-108. NCI-OSFM System manager Technical Point of Contact (TPOC): TBD. 4.3������ TRAINING Training shall be provided during software installation, completion and testing of operational functions of the Lutron Lighting and Shade controls. The contractor shall conduct software training with government representatives. In addition, the contractor shall conduct one (1) day of training and system tuning on a follow-up visit within 60 business days of the software upgrade project completion. 5.0 ����� REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE ��������� �Pursuant to FAR clause 52.212-4, all work described in the SON to be delivered under this order is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the NCI Technical Point of Contact (TPOC), who is responsible for inspection and acceptance of all services, materials, or supplies to be provided by the Contractor. Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. Remediation of any materials that do not comply with the applicable Section 508 requirements as set forth below, shall be the responsibility of the Contractor. Products, platforms and services delivered as part of this work statement that are ICT, or contain ICT, must conform to the Revised 508 Standards, which are located at 36 C.F.R. � 1194.1 & Apps. A, C & D, and available at https://www.access-board.gov/guidelines-and- standards/communications-and-it/about-the-ict-refresh/final-rule/text-of-the-standards- and-guidelines Per Section 508 and as mandated under HHS Policy for Section 508 Compliance and Accessibility of Information and Communications Technology (ICT) (07/2020) all documents or electronic files provided to the NIH NCI under contract must be conformant with Section 508 standards and accessible to persons with disabilities.� Conformance shall be confirmed by use of material provided at HHS OS Factsheets & Reference Guides and verified through the use of the HHS Checklist Documents (WCAG 2.0 Refresh); in addition, contractors and vendors are encouraged to make use of the instructional materials and checklists at GSA Section 508.gov�s�Create Accessible Digital Products 6.0������ UNIQUE QUALIFICATIONS OF THE CONTRACTOR The existing Lutron system software is outdated and requires upgrades to improve the systems reliability and overall operational integrity of the lights and window shades installed at the NCI Shady Grave facility. The lights and window shades installed at NCI are not compatible with any other software. Therefore, utilizing the existing Lutron software platform is required.� The software upgrade includes both Lutron Quantum Vue and Enterprise Vue.� The existing Lutron management system and software were procured through and installed by Lutron Services Co., Inc. under the initial building construction contract eight (8) years ago.� Lutron Quantum Vue and Enterprise Vue software are proprietary applications designed, manufactured, installed and managed by Lutron Services Co., Inc. There are no authorized vendors for this suite of software applications. 7.0� � SUBMISSION INSTRUCTIONS This notice is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� All responses and questions must be sent via email to the Contract Specialist, Holly Knott, at holly.knott@nih.gov by no later than 3:00 PM EST on December 21, 2022. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
