Description
NASA/JSC has a requirement for the services of Russian Cosmonauts to be trained and certified to perform contingency International Space Station (ISS) Extravehicular Activates (EVAs) with U.S. system expertise, and the services of Russian Cosmonauts to be trained and certified to perform robotic operations onboard the ISS. Russian Cosmonauts of the 71S Prime Crew and 72S Prime Crew and his/her back-up will be required to be trained at the JSC in Houston, TX and the Canadian Space Agency in Canada and certified as back-up to U.S. crewmembers for the contingency ISS extravehicular activities, and for ISS Robotics activities and intravehicular operations. Training for contingency operations of the ISS is necessary for the safety of the vehicle and crewmembers, and necessary for essential operations. NASA/JSC intends to contract on a sole source basis to acquire the services for these services from ROSCOSMOS for the crewmembers onboard Soyuz 71S and 72S. NASA requires the ISS Crew trained and capable of contingency operations onboard the ISS. The intent of this proposed action is to provide the Government the ability to procure these uninterrupted services for ongoing operations onboard the ISS. The Government does not intend to acquire a commercial item using FAR Part 12.��� Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelsey Klinger at kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Time on December 30, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
