Description
Pre-Solicitation Notice � Stand-Alone Bridge Contract for the Underwater Egress Trainer (UET) Contractor Logistic Services (CLS) The Marine Corps Systems Command (MCSC) Program Manager for Training Systems (PM TRASYS) Orlando intends to negotiate and award on a sole source basis, a stand-alone bridge contract M67854-23-C-8013, to F3EA Joint Venture, LLC, for the Underwater Egress Trainer (UET) Contractor Logistic Services (CLS). The contract action will bridge the gap between the end of the current UET CLS contract M67854-17-C-7800 and the award of the follow-on contract. The anticipated bridge period of performance is a five (5) month base (1 April 2023 � 31 August 2023) with two (2) two-month option periods. The stand-alone bridge contract is being conducted under the authority of Federal Acquisition Regulation FAR 6.302-1(a) (2) (iii) �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� F3EA Joint Venture, LLC provides Underwater Egress Training (UET) under the current contract. ALMAR 002/22 requires Underwater Egress Training (UET) for all personnel conducting flight operations or amphibious vehicle waterborne operations. The Commandant of the Marine Corps issued this change in order to protect the health and safety of Marines participating in these mission types and to enhance readiness of military personnel. The UET services currently provided by this contract train Marines and other authorized personnel how to egress from sinking or submerged platforms (i.e., aircraft, amphibious, and ground vehicles), including the use of life support equipment, e.g., Supplemental Emergency Breathing Devices (SEBDs) and Life Preserver Units (LPUs) to increase survival rates and are the only current source of providing this mandatory training. UET is a Commandant�s service-level training program that is mandated by Marine Corps Order 3502.3C as modified by ALMAR 002/22. This synopsis is published for information purposes only. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.� Capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed bridge contract extension, based upon responses to this notice, is solely within the discretion of the Government.� Any responses to this synopsis must be via e-mail to the Contract Specialist at Sarah.Lewellen@usmc.mil.� No telephonic responses will be accepted.� This notice does not constitute a RFP and it is not a commitment by the Government to procure subject services.
