Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to solicit and negotiate on a sole source basis and award a contract to The Boeing Company for the technology refresh, installation, and delivery of the following P-8A training systems components: Mission Computing and Display Subsystem (MCDS) to include compute engine nodes and input/output bridge blade servers capable of supporting RHEL 8.X. Updated Host Computational System (HCS) hardware and software to support RHEL 8.X. The above tech refreshes/upgrades shall integrate into the existing P-8A training systems with no degradation to existing performance. The delivery is expected within 12 months of contract award. The subject sole source contract will be awarded under the authority of FAR 6.302-1 (Only One Responsible Source).� Boeing is the sole designer, developer, manufacturer, supplier and systems integrator of the P-8A aircrew and maintenance training systems and therefore possesses all of the technical data required to develop training. �The P-8A training systems are still under development and must remain concurrent with changes to the aircraft. �Since the trainers are still under development, Boeing is the only source that can deliver/install the required technology refreshes and integrate them seamlessly into the still under development trainers.� Because Boeing owns the technical data to the aircraft, training systems, and interfaces, no other offeror could provide products concurrent with aircraft changes.� Only Boeing possesses the unique and specialized engineering capability, resources, subject matter expertise, tooling, facilities, manufacturing techniques, and technical data critical to satisfying the Government�s minimum requirements.� Furthermore, Boeing has the established supplier base, in addition to management, engineering and manufacturing processes, that are critical for the continued support of these requirements.� Award to any other offeror would result in a substantial duplication of costs and unacceptable delays associated with re-design and re-integration. This synopsis is not a request for competitive proposals. �It is a notice that outlines the Government�s intent to contract on a sole source basis with Boeing. �Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale via email to Anthony (Tony) McEntegart, anthony.a.mcentegart.civ@us.navy.mil in an electronic format that is compatible with Word 2016, no later than 03 January 2022 at 1700 EST. �Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. �All information shall be furnished at no cost or obligation to the Government.� No solicitation document is available. �If conducted as a sole source procurement with Boeing, no further synopsis will be provided.
