Hernandez. 407-380-8053 PCO CONTACT NAME & PHONE: Ayana Graham. 407-380-4012 SOLICITATION DESCRIPTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate, on a sole source basis, a contract for the acquisition of an ECP for the Taiwan P-3C Weapons System Trainer (WST) Follow-On Software Modification. The contract is planned for CAE USA (hereinafter �CAE�) (Cage Code 69479), Tampa, FL, under the authority of 10 USC 2304 (c) (1) as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� CAE is the Original Equipment Manufacturer (OEM) for the required software for the P-3C Taiwan WST ECP effort and is the only known source capable of executing the requirement while ensuring the integrity of the training is not compromised without an unacceptable delay to the fleet. This ECP is for a fielded Taiwan P-3C WST training device located in Taiwan that will require onsite support. As the current sole designer, developer, integrator, manufacturer and supplier of the Taiwan P-3C WST components, only CAE USA possesses the requisite knowledge, engineering expertise, proprietary software and proprietary data rights required to deliver the ECP for the Taiwan P-3C WST. The training system requires concurrent incorporation of advanced and emerging technologies specific in design or application to the Taiwan P-3C aircraft. CAE USA is the only contractor that can provide the Follow-On Software Modification for the Taiwan P-3C WST ECP because only CAE USA has access to the requisite WST and proprietary source code that is estimated around 70%. CAE USA also has the Configuration Management (CM) repository that contains a description of every Discrepancy Report from inception. A Software Support Environment (SSE) is required to replicate CAE�s build environment, configuration management of the source code, version control and build scripts execution. CAE USA used proprietary libraries and tools which are embedded in the executables that were delivered with the WST. In order to replicate the build process used by CAE USA, the object code of those libraries and tools must be linked to the object code generator from the compilation of CAE�s generated source code. Because the contract requires in-depth knowledge of the current trainer design, proprietary source code and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling Taiwan P-3C WST mission training requirements. As the current sole designer, developer, integrator, manufacturer and supplier of the Taiwan P-3C WST for both the software and hardware components that are common to the Taiwan P-3C trainer, only CAE possesses the requisite knowledge, engineering expertise, proprietary software, and data rights of the design required to design, build, modify, upgrade and deliver Taiwan P-3C WST systems and to maximize the capabilities amongst the Taiwan P-3C platforms to include common component acquisitions, modifications and upgrades within the Government�s requisite delivery schedule. CAE has access to internal data as the OEM of the WST and would not need to wait for the final data deliverable to begin proposal and development efforts for the ECP. The primary function of the Taiwan WST is to provide operational readiness level training for the Taiwan P-3C aircrew in the performance of the Anti-Surface Warfare (ASuW), Anti-Submarine Warfare (ASW), and Intelligence, Surveillance, and Reconnaissance (ISR) tasks. The device will retain its respective serial number and remain at the same facility. The required modifications will include: WST Digital Stores Management System (DSMS) PR Resolution; Digital Stores Management System (DSMS) Harpoon Constants Engagements Update; WST weapon systems malfunctions; WST Problem Reports; Input/Output (I/O) chassis update; Common Acoustic Simulation Environment (CASE) update; and Direct Attached Storage Drives (DASD) update These modifications will be added to the fielded Taiwan P-3C WST training device located at Pingtung Air Force Base, Taiwan. The Taiwan P-3C WST is designated as WST device (S/N 1). The Government intends to award the delivery order contract on a sole-source basis with CAE USA. The anticipated contract value for this procurement is $4M total. Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government�s requirement. A Sources Sought Notice for the Taiwan P-3C Weapons System Trainer (WST) Engineering Change Proposal (ECP) was posted onto SAM.gov on 07 December 2022 for a total of 15 days. There were no responses from sources interested in the software modification received other than from CAE USA. No other responsible source has demonstrated the capabilities to execute the Government�s requirements without creating an unacceptable delay. This notice is not a request for competitive proposals. It is a notice in accordance with FAR 5.201 outlining the Government�s intent to contract on a sole source basis with CAE USA.� Since no written challenge was received to the Sources Sought Notice that was posted to SAM.gov from 07-22 December 2022, a justification and approval (J&A) for other than full and open competition in accordance with the statutory authority of 10 U.S.C. 3204 (b) as implemented by Federal Acquisition Regulation (FAR) subpart 6.303 based on the rationale provided above has been initiated. As this is being conducted as a sole source procurement, a separate synopsis will not follow.
