- The Consumer Financial Protection Bureau (CFPB or Bureau) intends to make an award to Collage Group, LLC, 4550 Montgomery Ave Ste 205, Bethesda, MD 20814, on a sole source basis, under authority of FAR 6.302-1 for the Data Tool Subscription. ?The CFPB seeks to understand diverse consumer (Hispanic, Black, Asian, Women, LGBTQ+) perspectives on their financial services needs and financial institutions. The Collage Group has a robust, syndicated research platform with original, ongoing, proprietary, quantitative data and insights about these consumers� financial service needs, degree of financial literacy, and report cards detailing diverse consumers' perspectives on leading financial services organizations. This research platform enables cross-tabulation of key communities and cohorts of interest to CFPB. In addition to a fully self-service research platform, the Collage Group offers premium support to CFPB in terms of collating and cross-tabulating data that supports the needs of the Bureau�s internal teams. Additionally, the College Group has extension experience executing culturally appropriate research practices at scale among diverse populations, and deep experience exploring the financial services needs of diverse cohorts. The CFPB will prioritize partners with certified ownership status covering these communities of interest (Hispanic, Black, Asian, LGBTQ+, women). Specific characteristics of the Collage Group that limit the availability to a sole source is that the Collage Group is a research company that provides data regarding consumer sentiment and preferences based on demographics. The College Group have a proprietary research framework, the �Compass,� that helps clients navigate America�s cultural transformation in five major areas. The first four include consumer segments across diverse segments; consumer insights into passion points and cultural attitudes; industries and categories; and finally branding and advertising. Collage Group conducts surveys with consumers to understand their attitudes about various topics including the financial sector and share statistically significant data regarding these. The data is broken out into segments of diverse consumers and their attitudes and behaviors compared to other demographic groups. The Bureau�s Office of Minority Women Inclusion and Financial Education are seeking this information to gain a better understanding of consumer sentiment within financial services as well as consumer attitudes generally in order to use that information to gain a deeper understanding of various consumer groups and to create better products and services aligned to consumer needs. The CFPB also plans to use this information when working with financial institutions on their diversity and inclusion programming. Collage Group is the only data and research company known to look at consumers from this perspective. Based on several previews of the data offered by the Collage Group, the CFPB believes that it can be used to advance the Bureau�s internal and external focus on diversity and inclusion. This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no-later-than 10:00am est. on January 12, 2023.
