- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. using Simplified Acquisition Procedures found at FAR Subpart 13.5 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis solicitation number is 36C24423Q0169. It is issued as a Request for Quote (RFQ). The government anticipates awarding one five-year firm-fixed price Indefinite Delivery / Indefinite Quantity (IDIQ) contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-08 (10/28/2022) and can be found at FAR | Acquisition.GOV. The North American Industrial Classification System (NAICS) code for this procurement is 492110, for Courier Service, with a small business size standard of 1500 Employees. This solicitation is 100% SDVOSB set-aside. The Department of Veteran Affairs Veterans Integrated Service Network 4 (NCO4) is seeking to award one five-year Indefinite Delivery / Indefinite Quantity (IDIQ) contract. This contract requires the Contractor to provide Courier Services to be used in support of Veterans and patients associated with Veterans Integrated Service Network (VISN) 4; all nine of its medical centers and their associated Community Based Outpatient Clinics (CBOCs). Contractor shall provide all necessary management, labor, equipment, vehicles, transportation, information security (HIPAA), and insurance to provide courier services to and from the Veteran Affairs Medical Centers (VAMCs), Community Based Outpatient Clinics (CBOCs), and various locations cited under the Performance Work Statement (PWS) Schedule of Performance. Contractor must be available for pickups and deliveries twenty-four (24) hours a day and seven (7) days a week, including all federal holidays. Contractor s courier service area consists of Pennsylvania, Delaware, New Jersey, and Ohio. Intermittently, there may be instances for items exceeding fifty pounds. Contractors are urged in the strongest terms to carefully review the requirements outlined in the Performance Work Statement. See Attached Documents and Additional Information:
