- This notice is related to Notice ID 2022-02 entitled �Advisory and Assitance Services for Space Systems Command� posted to SAM.gov on 27 May 2022 The Government is seeking capability statements to provide Advisory and Assistance Services (A&AS) to Space Systems Command (SSC) to include Space Domain Awareness and Combat Power (SDA/CP) and Battle Management Command, Control, and Communications (BMC3). Please limit your capability statements to three pages (Calibri, 11 pt font) and include answers to the following questions: Company structure: What is your small business status? Do you have experience on this type of contract vehicle? Has your company acted as a prime contractor and/or subcontractor on an A&AS contract? How many? What SCIF and SAPF capabilities do you currently have (size and location)? How many cleared personnel do you have? Please provide a breakout. Contract structure: The government is contemplating using a multiple award IDIQ contract, how do you suggest structuring that approach/breaking out requirements? What order minimums would you recommend? The government is contemplating a firm fixed price level of effort contract. Please provide any feedback regarding this approach for this scope of work. The Government is considering using predetermined labor rates and has provided an attachment to this RFI. Please provide any feedback or comments regarding the spreadsheet. How do you recommend handling ODCs and Travel? Contract Award/Kick off: How will you ensure critical positions are filled on day 1 of contract performance? How will you ensure the experience levels listed in the attached Staffing Matrix are met? What is your onboarding procedure? What are transition challenges? What do�you need from the government to make�the transition successful? What actions would your company take to meet currently documented SCIF & SAPF requirements? What is your approach to quality assurance on this future contract? Staffing Matrix/Performance Work Statement: Based on the attached staffing matrix, what part of the staffing matrix would you be able to fill? Provide your feedback on the Staffing Matrix. Are all the columns in the Staffing Matrix useful?� What feedback do you have on the attached PWS? Is there any additional information needed? What are your other recommendations on this effort? This RFI is not a formal request for proposal. This RFI is used solely to request information for planning purposes and does not constitute a solicitation. Responses to this RFI are not offers and cannot be accepted to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. However, the information received from this RFI may be utilized by Space Systems Command in developing future acquisition strategies. Responses are due at 1600 Pacific Time on 23 January 2023. Responses to this RFI will not be returned, and respondents will not be notified of the results of the review.
