- Notice of Intent to Sole Source Notice of Intent to Sole Source for: GSD 350O2 OminStarGas analysis sytem1-200 U, 100-240 V, 50/60 Hz with Stainless steel capillary and 2-day on-site set-up training In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Pfeiffer Vacuum Inc. to purchase the GSD 350 O2 OmniStarGas analysis system and on-site training because exact replacement equipment must be utilized in order to assure continued reliable operation of the lab. Replacing the existing device with the same manufacturer device would maintain consistency in lab results. Pfeiffer Vacuum Inc. is the sole provider. The anticipated delivery date would be 30 days after award with training to occur at set-up for any staff not already familiar with the device. This is considered a sole source to Pfeiffer Vacuum Inc. because, to the best of the NETL�s knowledge based on market research conducted Pfeiffer Vacuum Inc. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 3:00 PM ET on January 19, 2023. Responses must be submitted in writing to the purchasing agent, Anissa Beasinger, via email at anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
