Description: Sources Sought Notice - Unified Voice Management System (UVMS) Support Services The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) on behalf of the Project Manager Interoperability, Integration & Services (PM I2S) and Product Manager Command Post Integrated Infrastructure (PdM CPI2) is issuing this Sources Sought notice as a means of conducting market research to identify potential sources having an interest in, and industry technologies available to support/fulfill the Armyï¿½s Unified Voice Management System (UVMS) Support Services. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. The U.S. Government requests that interested parties submit a brief description of your company, your companyï¿½s solution, and your ability to meet potential system requirements. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY THERE IS NO SOLICITATION AT THIS TIME. THIS REQUEST FOR CAPABILITY INFORMATION DOES NOT CONSITITUE A REQUEST FOR PROPOSALS. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. The Army is seeking qualified vendors to provide the following TOCNET G4 Support Services:ï¿½ configuration, engineering services, software upgrades, cybersecurity, fielding support, training, demonstration support, installation and inspection services, and systems troubleshooting.ï¿½ Support services also will provide the Records Management Analysis (RMA) services that are necessary to fulfill the Command Post Integrated Infrastructure (CPI2), which requires the Unified Voice Management System (UVMS)) integration into Command Post Support Vehicles and meet the Army 2030 modernization requirement.ï¿½ Mobile command posts between the Corps, Division, and Brigade Combat Teams (BCTs) currently communicate through SCIï¿½s TOCNET-G4, or government named ï¿½UVMSï¿½.ï¿½ï¿½ TOCNET-G4 provides a full digital vehicle intercom system, which allows various disparate assets, such as radios, phone lines, Voice of Internet Protocol (VoIP), and Internet Protocol (IP) within the Mobile Command Posts (MCPs), to bridge and conference. It is part of multiple integration efforts that are ongoing within PdM CPI2 and with their partners and stakeholders. The Government is seeking to gain knowledge of interest, capabilities, and qualifications of various members of the community, to include both small and large businesses.ï¿½ï¿½ï¿½ If your company is interested and can demonstrate your firmï¿½s ability, capability, experience, and responsibility to deliver the TOCNET G4 services summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability.ï¿½ To do so, you need to provide: ï¿½ ï¿½ 1. Company name, address, point of contact including title, email, and phone number. 2. Unique Entity Identification (UEI) number or Cage code. 3. Size of your business based on NAIC 541512, Computer Systems Design Services. Small business size standard is $30 Million. 4. Provide your companyï¿½s Facility Clearance Level and Level of Safeguarding for Classified Information/Materials. 5. Describe your companyï¿½s configuration management process for software products 6. How will the management, Test and Evaluation processes be implemented? 7. Provide a description of your companyï¿½s current capabilities for same or similar work as described. 8. Provide your companyï¿½s familiarity of the TOCNET G4 system e.g., installation, troubleshooting, training, etc. 9. A summary of your companyï¿½s experience and capability manufacturing and/or repairing the TOCNET G4.ï¿½ Please demonstrate your expertise/capability with configuration, engineering services, software upgrades, cybersecurity, fielding support, training, demonstration support, installation and inspection services, and systems troubleshooting, 10. Identify past and current services your company offers that exactly match the capabilities specified above. Address your company's capability to act as a single provider for the hardware and services defined herein. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. No phone or email solicitations with regards to the status of any resulting request for proposal (RFP) will be accepted prior to its release. Please provide recent and relevant past performance with the services indicated in paragraph 9.ï¿½ Please include a description of the scope, contract value, name of agency/company you contracted with and point of contact/phone number. ï¿½ All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience.ï¿½ Information submissions must be received no later than 5 calendar days or January 15, 2023, 5:00 p.m. Eastern.ï¿½ The page limit shall not exceed 5 pages.ï¿½ Responses shall be addressed to April L.
