- ****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** Sources Sought Announcement for Sustainment, Restoration, Modernization (SRM) Support Services Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC), EUCOM/AFRICOM Various Locations ENV-23-0003 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: �238990, All Other Specialty Trade Contractors PSC: Z1NA, Maintenance of Fuel Supply Facilities 3. PLACE OF PERFORMANCE: Belgium, Djibouti, Germany, Greece, Italy, Poland, Portugal, Romania, Spain, and the United Kingdom 4. ACQUISITION INFORMATION:� USACE NAU forecasts multiple projects at the various locations listed above.� As a result, USACE NAU intends to issue a target of three (3) IDIQ contracts for these services.� Any resulting task orders would be Firm-Fixed-Price and the total value of all task orders is estimated to be between $20,000,000 and $30,000,000 over a five-year period of performance. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. 5. PROJECT DESCRIPTION: USACE NAU is seeking interested firms capable of executing a services contract to provide fuel systems sustainment, restoration, modernization (SRM) repair services in support of the Defense Logistics Agency � Energy (DLA-E) requirements at various locations throughout Belgium, Djibouti, Germany, Greece, Italy, Poland, Portugal, Romania, Spain, and the United Kingdom. The scope of work for the following acquisition includes, but not limited to: replacement of aging fuel infrastructure and/or components, repair of storage tanks and containment areas, POL system upgrades and maintenance (modernization), tank rehabilitation, and tank cleaning prior to regulatory inspection of fuel storage tanks. This project consists of labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document SRM Repair Services for Defense Logistics Agency Energy (DLA-E) capitalized fuels facilities and supporting infrastructure at various bulk storage and operational storage fuel sites within various countries.� Work is required to be performed in accordance with Unified Facilities Criteria (UFC) 3-460-01 Design: Petroleum Fuel Facilities and 3-460-03 Petroleum Fuel Systems Maintenance for military land-based liquid petroleum fuel facilities and host nation governing standards. This contract requires a Contractor experienced in repair, maintenance, and operation of federal petroleum facilities and petroleum systems ensuring those systems are in compliance with codes, criteria, regulations, and laws of the United States/host nation (local and national). This contract includes but is not limited to services for the inspection, repair, upgrade, safety, and environmental protection of Government aviation, marine, and ground fuel facilities and infrastructure at Department of Defense (DOD) facilities throughout the previously identified countries. 6. SOURCES SOUGHT: The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations, or concerns from Industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 7. RESPONSES: Responses to this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the US Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS: Responses to this sources sought shall be limited to 5 pages and shall include the following information (clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation):� Capability Statements should include: Firm�s name, address, English speaking point of contact, phone number, e-mail address, and CAGE Code and Unique Entity ID number in SAM Firm�s interest in proposing on the solicitation when issued Firm�s capability and capacity to perform contract(s) of this magnitude, complexity and experience managing multiple projects simultaneously. Firm�s experience in maintenance and repair of petroleum fuel storage and distribution facilities. Provide your firm�s resource availability (staffing and equipment) to perform work in Belgium, Djibouti, Germany, Greece, Italy, Poland, Portugal, Romania, Spain, and the United Kingdom. If your firm is unable to perform work in one or more of these countries, state so in your response and the reason why.� Additional countries are anticipated to have locations with fuel infrastructure capitalized within the period of performance of this contract. Such countries include Bulgaria, Estonia, Hungary, Latvia, Lithuania, Kosovo, Netherlands, and Turkey. Provide your firm�s resource ability (staffing and equipment) to perform work in the additional countries. If your firm does not have the ability to perform work in one or more of these countries, state so in your response and the reason why. Firm�s Joint Venture information or Teaming Arrangements they anticipate using for this project (if applicable) 9. �RESPONSES DUE: All interested contractors should submit responses via email by 1500 hours Central European Time (CET) on 24 January 2023.
