Description
The Naval Sea Systems Command (NAVSEA) intends to award a sole source modification to Lockheed Martin (LM) Rotary and Mission Systems (RMS), 199 Borton Landing Rd, Moorestown, NJ 08057 under Contract N00024-11-C-2300. The modification will increase the value of the Detail Design and Construction Contract to accommodate scope to manage the emergent repair of the USS WICHITA (LCS 13) Main Propulsion Diesel Engine (MPDE) in conjunction with correction of the combining gear latent defect which resides in the same space within the hull. LM has a thorough knowledge of the Littoral Combat Ship (LCS) FREEDOM variant build specification requirements and design as the original prime contractor, along with experience in critical propulsion system issues which span multiple subcontractors. This expertise is critical to providing the required level of design, engineering, and programmatic integration for this effort. Additionally, LM has past performance completing similar repairs on other FREEDOM variant ships during Post Shakedown Availability (PSA). For these reasons, LM is the only source who can integrate and execute the complex MPDE efforts and the combining gear resolution in tandem to prevent unacceptable schedule impacts. Therefore, the contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302 for this proposed contract action. For subcontracting opportunities, please contact Lockheed Martin. This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Interested parties may identify their interest and capability to respond to the requirement in response to this notice through a capability statement. This synopsis notice is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government � the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. No basis for a claim against the Government shall arise as a result of this announcement. Responses should be received no later than the response date listed in this announcement.
