Description

The Department of Defense (DoD), United States Air Force (USAF), Air Force Material command (AFMC), Air Force Test Center (AFTC), Contracting Directorate, located at 205 West D Avenue, Suite 414, Eglin Air Force Base, FL, 32542, intends to enter into a new sole source Indefinite Delivery Indefinite Quantity (ID/IQ) contract with BAE systems Information and Electronic Systems Integration, Inc. located at 65 Spit Brook RD, Nashua, New Hampshire 03060-6909.� No foreign participation is permitted.� This contract is for Hardware-in-the-Loop (HITL) Test Facilities Threat Simulators Sustaining Engineering Services (SES) Support providing direct support to the F-35 Partner Support Complex (PSC) Australia, Canada, United Kingdom Reprogramming Laboratory (ACURL) / F-35 PSC Norway Italy Reprograming Lab (NIRL) / F-35 PSC Mission Data Reprograming Lab (XRL) / 513th Electronic Warfare Squadron (EWS) United States Reprograming Lab (USRL).� The F-35 PSC NIRL and 513th EWS require management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform sustainment and technical support services of the HITL laboratory testing of simulated regional RF radar threat signals for the F-35 Mission Data Development Mission program. Subject contract is anticipated to be awarded on or before 4th Quarter FY23, and have an ordering period through 4th Quarter FY28 (approximately 60 months) with an option to extend it an additional 5 years.� No further deliveries shall be permitted 24 months after the end of the ordering period.� Contract cap is set at $4,476,500.�� The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements).� This notice of intent is not a request for competitive proposals, and a Request for Proposal (RFP) will not be issued. �The National American Industry Classification System (NAICS) code for this action is 541330 ,Exception 1 Military and Aerospace Equipment and Military Weapons, with a size standard of $47.0M.� No contract will be awarded on the basis of offers received in response to this notice.� A determination not to compete this proposed contract based on this notice is within the discretion of the Government.�
