- NOTICE OF INTENT TO SOLE SOURCE NASA GRC has a requirement for Medeco XT Intelligent Key System products such as keys (XT Industrial Key, XT Slim Line Key, XT Rugged Slim Key), key programmers (XT Desktop USB Programming Station, XT IPD Base unit, XT Multi-key Programmer/Charger), padlocks (G8R Weather-tight Padlock, System Series Padlock, All Weather Padlock), lock cores (XT Rim and Mortise electronic cylinders, XT Small Format Interchangeable Cores, XT Cam Locks), programming software (Medeco XT Web Managers software), and Medeco XT Technical Support Services. The supplier must be capable of providing the full suite of Medeco XT line of products and associated codebook files unique to NASA Glenn Research Center to ensure keys cannot be duplicated by non-NASA organizations, persons, or entities and are compatible with existing product and software currently in use. NASA GRC intends to issue a sole source contract to acquire the Medeco XT product line which contains a �restricted code,� known as a Code Book, in the programming to ensure no other company, business, agency, or entity is able to duplicate our keys and locking mechanisms. The ability to duplicate this would be a security vulnerability. Medeco, the manufacture of the product, is the only entity that can create this �restricted code�. By Medeco controlling the restricted coding, this ensures our coding is not able to be duplicated. Additionally, Midwest Security Products, Inc. is the only company in the world that has access to NASA GRC�s unique programming. If NASA opted to move to a different supplier, NASA could procure the same Medeco XT products, but the restricted code would not match, and they would not have the ability to add that non-matching code to NASA GRC�s unique programming. As such, the current product currently in use would not be compatible with any new product. NASA�s existing keys would not work on new locks, and new keys would not work on existing locks. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Traci A. Patton, Contracting Officer at traci.a.patton@nasa.gov no later than Thursday, February 2, 2023 at 4:00 pm EST. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
