- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Liquid Instruments,740 Lomas Santa Fe Dr UNIT 102, Solana Beach, CA 92075 for the purchase of one (1) computer controlled high-speed lockin-servo controller to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) computer controlled high-speed lockin-servo controller to perform offset locking from a stable laser source to a photonic temperature sensor. The purchase is part of a DOD funded project to merge the photonic thermemeter with optical based pressure sensor with the goal of minimizing or elimination need for recalibration of any of the main measurement components.�� The temperature uncertainty is a major source of uncertainty for optical pressure metrology.� This technology may bring much cheaper temperature sensing with much higher accuracy, thus adding to the success of both projects. The system required needs to include the following unique specifications:� output - 16 bit with 100 MHz bandwidth and 10 volt peak to peak.� High speed and large voltage swing is required to effectively drive the voltage controlled oscillator.�� Input specifications 10 bit or higher, lockin demodulation frequency 100 MHz or greater.� These requirements are needed to achieve low noise high speed lockin detection.� A laser lock PID integrator crossover frequency of 1 MHz or greater is required to maintain a low noise lock to the photonic sensor.�� Liquid Instruments is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
