36C24823Q0274 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01, effective on December 30, 2022. This procurement is set-aside Small Business. The associated NAICS code is 541620 Environmental Consulting Services and Product Service Code (PSC) R428 Support- professional: Industrial Hygienics, the small business size standard is $19 Million. Prospective contractors shall provide all required labor, materials, equipment, transportation and supervision to render non-personal services for Asbestos Inspection, Training and Monitoring Services at the VA Caribbean Healthcare System located in San Juan Puerto Rico. Detailed specifications and requirements are provided in the attached Combined Synopsis/solicitation, Performance Work Statement (PWS) and associated documents. Emphasis is made on the Addendum to FAR 5.212-1, Instructions to Offerors, as detailed instructions regarding this RFQ can be found in this addendum. Addendum can be found in document titled 36C24823Q0274 Attachment C Clauses and Provisions . The contract period of performance is expected to be from February 10, 2023, or date of award if later until January 31, 2024, plus four (4), one-year option periods. In addition, FAR Clause 52.217-8, Option to Extend Services, is incorporated into this requirement. Addenda to this provision is applicable and contain the evaluation criteria and basis for award. FAR 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services (Dec 2022) FAR 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services (Dec 2022) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services. (Dec 2022) The provision at 52.212-2, Evaluation -- Commercial Items, is not applicable to this acquisition. Evaluation and basis for award is contained in the amendment to 52.212-1. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR Part 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
