- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgement of receipt � IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Defense Counterintelligence and Security Agency (DCSA) is not at this time seeking proposals. DCSA will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party�s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. All responses to this RFI become the property of the Federal Government and will not be returned. Background DCSA has the potential need for a new requirement for the Office of Communication and Congressional Affairs (OCCA). OCCA is DCSA�s central point of contact with external organizations, DoD components, and other government agencies in public, media, and on congressional and legislative issues. OCCA develops strategies for how the public and legislative affairs will help meet organizational goals and objectives. The request is for Communications and Legislative Software. The purpose of this RFI is to identify software solutions that does the following: 1. Augment and support news, social media, and legislative outreach; 2. Aides DCSA in building and executing communications and legislative strategies; and 3. To help DCSA measure its actions and determine its return on investment in its communication and legislative outreach efforts. DCSA is looking for authorized small business vendors to meet this potential need. Overview of Requirement This RFI will assist in determining the appropriate acquisition strategy and in identifying potential small business sources that are interested-in and capable-of providing Communication and Legislative Software. The software service should include but are not limited to the following: Communications Module: The ability to product print, broadcast and social media news clips compilation and monitoring that allows DCSA to access relevant articles, podcasts, transcripts, etc. through keyword tracking across a significant swath of full swath media Media outreach and news release distribution that allows DCSA to reach the media most relevant to DCSA Provide the ability to tailor and distribute media messaging in communities across the United States Provides DCSA with real time alerts on the agency and its issue of concerns Assists DCSA in staying up to date on all media interactions Social media engagement Brand management, sentiment monitoring and key topics engagement for those issues that DCSA cares most about Analytical tools to help DCSA know impact of communications Allows DCSA to undertake a deep dives into how issues, stakeholders, or DCSA is being understood across a variety of communities Provides visualization that allows DCSA to monitor trends over-time, allowing it to identify new developments The ability to utilize an Integrated email capability from within the software program itself is a plus but not a hard requirement Provides an easily visualized analytics reports that enables DCSA to see the efficacy of its communications efforts Legislative Module: Will allow DCSA to stay ahead of legislative issues important to the agency Alerts DCSA on key legislative in real time� Maintains up to date contact information for legislative Members and Staff in the legislative branch Allows DCSA to see information pertaining to legislative bill text, amendments, and regulations Update with any new information (i.e. staffer turnover, issue changes, new legislation, etc.) through key word searches Aides in building strategies for measuring the return on investment of legislative engagements Allows DCSA to track engagements and legislation using dashboards that automatically populates based on DCSA incorporated values.� Provides DCSA with visual reporting software that provides news monitoring, stakeholder engagement and legislative progress and changes Provides DCSA with source documentation including: congressional hearing transcripts, press releases, floor statements, newsletters to constituents, letters to agency, requests to congressional branch agencies, committee reports, executive orders and official White House materials Allows DCSA to track what Members of Congress are saying on social media platforms Provides DCSA with biographical information on congressional Members, including district, committee, caucus and other information.� The ability to utilize an Integrated email capability from within the software program itself is a plus but not a hard requirement Provides an easily visualized analytics reports that enables DCSA to see the efficacy of its communications efforts Allows DCSA to engage in relationship mapping Executive Module: Will allow DCSA to map its relationships across the Executive Branch Provides a log for every engagement across the Executive Branch, allowing DCSA to document and connect its interactions Shares information pertaining to Executive Branch engagements across the entire DCSA team Program has the ability to know how to identify and contact external stakeholders in the Executive Branch Will support strategic decision making at various levels of DCSA for executive branch engagement Will allow DCSA to upload stakeholders and manage our relationships Provides an easily visualized analytics reports that enables DCSA to see the efficacy of its communications efforts Allows DCSA to engage in relationship mapping Proposed NAICS Code The North American Industry Classification System (NAICS) Code 513210: Software Publishers (Size Standard: 47 million) is being proposed by the DCSA. This industry comprises establishments primarily engaged in software publishing. Establishments in this industry carry out operations necessary for producing and distributing computer software, such as designing, providing documentation, assisting in installation, and providing support services to software purchasers. These establishments may design, develop, and publish, or publish only. These establishments may publish and distribute software through subscriptions and/or downloads. Questions Questions regarding this announcement shall be submitted in writing by e-mail to Andrei Tobias at andrei.k.tobias.civ@mail.mil no later than Monday 23 January 2023 by 1:00 PM ET. Verbal questions will NOT be accepted. DCSA will respond to questions at its discretion. The Government does not guarantee that questions received after the due date will be acknowledged or answered. Questions must NOT contain proprietary information. Questions and answers (Q&A) will be sent with the draft solicitation (if issued). The Government will not respond to further questions regarding the anticipated date of solicitation release. Requested Information Interested vendors are requested to respond to this RFI no later than Thursday January 26, 2023 by 1:00PM EST by emailing Andrei Tobias at andrei.k.tobias.civ@mail.mil. Responses shall include the following information, at minimum: � �1. Entity information: Vendor Name Primary Point of Contact Address Phone Number DUNS Point of Contact email Business Website � �2. Business type: Provide the economic business classification you would potentially solicit under along with an updated capability sheet. � �3. Contract Vehicles: Provide any contracting vehicles a future DCSA contract award may be placed against. � �4. NAICS Code Recommendation: Provide either confirmation of the existing/recommended NAICS code as sufficient, or recommend an alternative NAICS code. � �5. Requirements Response: Interested vendors are requested to provide white paper responses outlining possible technical solutions, capabilities, and cost/schedules, existing contracts where this service is available (e.g. GSA Schedule contract) related to the above-mentioned requirements. All correspondences should include the subject line: �DCSA � RFI � Communications and Legislative Software �� (vendor name)� � �6. Formatting: Please provide all responses in a searchable .PDF format. The cover page of the response shall include the company name, DUNS Number, address, point of contact including phone number and email address, as well as the business size status of the responding company. There is no specified format for the white papers but they shall be limited to no greater than three (3) pages with type font no smaller than 12 point. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. Summary This is a RFI only to determine potential small business sources that are interested-in and capable-of providing Communication and Legislative Software. The information provided in the RFI is subject to change and is not binding on the Government. DCSA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur costs for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
