This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Network Contract Office (NCO) 22 is seeking a qualified vendor to provide Dental and Dialysis Water Testing for the VA Health Loma Linda Care System located at 11201 Benton Street, Loma Linda, CA and VA Loma Linda Ambulatory Care Center at 26001 Redlands Blvd., Redlands, CA.. The contractor shall provide all labor, supervision, equipment, supplies, materials, and travel to meet the needs of this solicitation. Prospective contractors must be authorized/certified to provide the required service and must show proof with any provided documents at the time of responding to this Sources Sought announcement of the capabilities stated below: DRAFT STATEMENT OF WORK DRAFT I. TITLE: Dental and Dialysis Water Testing VA Loma Linda Healthcare System. BACKGROUND INFORMATION: The VA is required to monitor water and dialysate used in the Renal Dialysis and Dental Service Sections at VA Loma Linda Healthcare System s Main Hospital (VALLHCS) and VA Loma Linda Ambulatory Care Center (VALLACC). The purpose of these tests is to avoid potential contamination of the water system which could result in the infection of patients on dialysis and patients seen in the dental service. The water system is specialized, but it is used in the dialysis machines which access patient s circulatory systems to accomplish the dialysis. A contamination of the water system would be catastrophic and infect those patients resulting in serious morbidity. A similar situation exists in the Dental Services section were patients undergoing oral surgery and other procedures would be seriously compromised with contaminated water. The following is a requirement of the Joint Commission: AAMI (Association for the Advancement of Medical Instrumentation) RD-52 states that dialysis water be tested for bacteria and endotoxin monthly. The level of bacteria and endotoxin (LAL) that should be met is the same as that of the water system. Also, the EPA, APHA, and the AWWA set standards for dental water lines. II. OBJECTIVES: VA Loma Linda Healthcare System tests water monthly to ensure the local water used to treat patients in the Renal Dialysis and Dental Clinics is safe to use during procedures. Both clinics follow established guidelines (Clinical and EPA) to ensure patient safety and overall health are maintained. III. SCOPE OF WORK: Contractor shall complete the following: Supply sample collection kits. Includes: a. Shipping box. b. Freezer Packs/Ice Packs. c. Requisition. d. Test tubes and bottles. e. Shipment of supplies to clients. f. Restock kits and re-send to client after use. g. Provide FedEx return shipping labels- one per kit. Testing: 1. Dialysis Department. a. Perform Water/Dialysate Colony Count Testing to AAMI 13959 & 11663 7- Day Test. Up to 240 tests per year. b. Perform Endotoxin/LAL tests on water/Dialysate. Up to 240 tests per year. c. Perform AAMI Contaminant Panel tests per AAMI 23500.2014. Up to 40 tests per year. 2. Dental Clinics. a. Perform Bio-Burden and colony count tests for the Ambulatory Care Center and Main Hospital Dental Clinics. Up to 1,032 tests/year. b. Report results immediately upon completion of testing by E-mail, vendor website, or fax. c. Provide phone and email communications to discuss failures or other testing issues. Alert VA immediately if any colony counts results are above alert limit. Specific Requirements: a. Provide laboratory services to monitor water and dialysate using industry accepted procedures. b. Conduct Bio-Burden tests on Dental samples to determine if Heterotrophic Bacteria are present. Approximately thirty (30) samples per quarter. c. Conduct LAL Kinetic Turbidimetric tests on Renal Dialysis samples to determine if levels of endotoxins are present. Approximately twelve (12) samples per month require testing to ensure osmotic water system integrity. d. Conduct Microbial tests on Renal Dialysis samples to determine if Bacterial and Pyrogen levels are present. Approximately twelve (12) samples per month are required. e. Contact VA point of contact immediately when positive tests are encountered, so a STAT sample can be taken and delivered to the Contractor for immediate retest to confirm positive test results. f. Report normal test results to the VA within 48 hours. IV. GOVERNMENT RESPONSIBILITIES: a. VA personnel shall take water and dialysate samples periodically each month, refrigerating samples immediately. b. Multiple samples may be taken at one time, constituting a batch. Batch size may vary month to month. c. VA personnel shall be responsible for shipping all samples to the laboratory. V. PERIOD OF PERFORMANCE: Base Year: March 13, 2023 to September 30, 2023 Option Year 1: October 1, 2023 to September 30, 2024 Option Year 2: October 1, 2024 to September 30, 2025 Option Year 3: October 1, 2025 to September 30, 2026 Option Year 4: October 1, 2026 to September 30, 2027 VI. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541380, Testing Laboratories and Services ($16.5 Million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors must submit information by e-mail to michael.williams48@va.gov. All information submissions should be received no later than 3:00 pm Arizona Time on February 3, 2023. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published.
