- SYNOPSIS: Disclosure This Request for Information notice (as authorized by FAR 15.201) is issued by� PEOSUB in an effort to obtain information pertaining to the status, development, and production of hydraulic, mechanical, and electrical (HM&E) equipment which could potentially be implemented in the sail of the next-generation fast attack submarine platform. This is not a Request for Proposal (RFP) and a formal solicitation is not available at this time.� This notice does not constitute a commitment by the Government to issue an RFP, contract, or order.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. �Responses to the RFI will not be returned. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for or suffer any consequential damages for any proprietary information that has not been both properly marked and clearly identified. Information marked proprietary received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. �To aid the Government in its review, please segregate proprietary information. PURPOSE: The next generation fast attack submarine platform is currently in the infancy stages of the design phase. The overall objective of this Request for Information is to conduct market research in support of the development of fixed mast HM&E systems to be implemented on this new platform. GENERAL CAPABILITIES: Potential fixed mast system considerations needs to retain the ability to raise and lower sail mounted sensor systems, provide structural support throughout the range of mast deployment, and provide feedback on mast location throughout the raise/lower stroke. The fixed mast design is required to meet extreme environmental conditions, use a common sail interface, modular, accessible for removal of subassemblies without removal of entire system from the sail, and serviceable at the Navy's Intermediate maintenance level. CHARACTERISTICS: GENERAL CHARACTERISTICS HM&E Performance and Design Characteristics Provide an overall technical description of the functions and capabilities and development status of hydraulic mast systems. � Provide an overall technical description of the functions, capabilities, and development status of potential Electrically Actuated Mast Systems. � Provide an overall technical description of the functions, capabilities, and deployment status of 3-stage Mast Systems. Provide details of systems that afford the ability to raise\lower a mast to any pre-determined point in the stroke height. An infinite stepped mast system could be hydraulically or electrically operated. � Provide an overall technical description and status of stream lined or low weight fixed mast system operated either hydraulically or electrically and its technical maturity.�� � Provide details of a Snorkel Deployment System either hydraulically or electrically actuated, also provide and any information on systems that incorporates a rotating mechanism rather than a standard extension raise/lower mechanism. � Provide details of developed or in-development dip-loop management systems that include single and multiple dip-loops. Include details associated with the maximum dip-loop diameters and maximum associated bend radius.� Include level of maturity of the design and implementation status. � Provide an overall technical description of any large scale erecting mechanism for installation in locations other than the sail, provide their capabilities and developmental status. � SUBMISSIONS: THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. THIS REQUEST FOR INFORMATION IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Government requests that interested, responsible sources provide detailed technical information addressing the General Characteristics listed herein. Interested sources should respond to this request for information by providing an expression of interest and unclassified company literature and/or provide a capability summary not to exceed 50 pages in length addressing the topics described above. The written request must include the company name, CAGE code, and complete company address. All information submitted in response to this RFI shall be received on or before March 31, 2023. All written expressions of interest and information must be submitted in both hardcopy and on CD by mail to Stuart Burman, NAVSEA 02, and John Huffman, NSWCPD 45, john.f.huffman.civ@us.navy.mil. Telephonic responses are not acceptable. This request for information is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Any information submitted by respondents as a result of this request for information is strictly voluntary. All documentation shall become the property of the Government. All information provided by the respondents can be marked ""business sensitive"" and will only be shared between Government activities and employees. The Government will not accept specific questions or comments submitted in response to this notice or information provided as a result of this RFI. All firms responding to this request for information are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via - Government Point of Entry (GPE) and all interested parties must respond to that solicitation announcement separately from the response to this request for information. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. This information is subject to modification and in no way binds the Government to award a contract. The Government is not responsible for any cost incurred by industry in responding to this notice. This notice shall not be construed as a promise to contract or commitment of any kind. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS REQUEST FOR INFORMATION.
