Description
Notice of Intent to Issue a Sole Source Action for a Full Field Magnetometer Subsea Survey This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price action on a sole source basis to The Couvillion Group, LLC, 1701 Engineers Rd, Belle Chasse, LA, in accordance FAR Subpart 6.302-1. The Bureau of Safety and Environmental Enforcement has a need to conduct a magnetometer subsea test and evaluation survey in the Gulf of Mexico at the Mississippi Canyon Block 20 (MC-20) former Taylor Energy Oil Spill site which is located approximately 11 miles off the Louisiana State coast. This is an active oil spill that occurred in 2004 as a result of Hurricane Ivan and the subsea survey is needed in order to both secure the source of the oil spill and ensure that the responsible party completes permanent plug and abandonment efforts for all associated wells. This FFP effort is estimated to last less than 90 days. BSEE requires expert services to conduct a full field magnetometer subsea survey which will carry out a sub bottom survey test and evaluation of the MC-20 site. The survey will precisely identify and map the 28, 30-inch well conductors and their internal casing strings that were buried and moved over 500 ft. downslope in 2004 as a result of Hurricane Ivan which toppled the producing platform and moved the well conductors and their casings. The subsea survey will include conducting Sub-bottom/Below mudline (BML) magnetometer scans in order to add another source of data to our previous surveys. The Couvillion Group, LLC is uniquely qualified to conduct this subsea survey due to their unparalleled knowledge, experience and intimate familiarity with the MC-20 site that no other contractor can match. This effort is a continuation of the previous subsea surveys that were conducted by the Couvillion Group along with their subcontractor - PanGeo, Inc. The Couvillion Group will use the previous survey results, data and firsthand knowledge of the MC-20 site to complete the overall study and definitively determine the source of the conductors. Only the Couvillion Group LLC has access to the data; a thorough understanding of the PanGeo analysis and modeling as well as firsthand knowledge of the MC-20 site that is needed to successfully find the hidden conductors that are causing the current leak. Awarding this action to another vendor would result in the Government taking an unacceptable risk of having another vendor conduct the survey and not be able to find the source of the leak, as well as increasing the change of pollution event at the site who is not familiar with the location. It is in the best interest of the Government to award this follow-on survey to the Couvillion Group, LLC. The applicable NAICS Code is 541370 (Surveying and Mapping (except Geophysical) Services). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 11:00AM, Eastern Time on February 13, 2023. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
