Related to notice W31P4Q-23-C-0008 posted 24 Oct 2022. THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR PROPOSALS OR WHITE PAPERS.� This notification is published solely for informational reasons and does not constitute a proposal request. The Army Contracting Command-Redstone intends to acquire Long Range Hypersonic Weapon Ground Support Equipment (LRHW GSE) using a procurement method other than full and open competition in accordance with 10 U.S.C. 3204(a)(1) as implemented by FAR Part 6.302-1(a)(2)(ii)(A) and (B) � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed contract action is a 60-month (5 years) effort. This contract follows an initial prototype Other Transaction Agreement (POTA) which developed the first POTA LRHW GSE, to include Transporter Erector Launchers (TEL), a Battery Operations Center (BOC) and related equipment.� The Technical Data Package and software product specifications are the baseline for building Batteries 2 and 3, but they will not be finalized until 4QFY23, which is seven months after this contract will be awarded. Design changes are likely to occur during this stage of the acquisition lifecycle which will be implemented through Engineering Change Proposals with potential cost impacts to the contract. The proposed acquisition is limited to Lockheed Martin Space (LMS), 4800 Bradford Drive, Huntsville, AL 35807; CAGE Code 5D177. �LMS is the incumbent on the current LRHW Integration POTA and the only source with the knowledge, experience, technical expertise, and infrastructure necessary to meet the LRHW GSE requirements. As the incumbent, LMS�s Industry Team provides a highly specialized and knowledgeable workforce to meet the urgent needs of the LRHW GSE capability and fielding requirements. The previous competitive phase of the LRHW program did not produce a viable second source capability.� Further, results from a Sources Sought Notice posted to SAM.gov on 24 October 2022 confirmed there is only once source available. � Interested parties are encouraged to identify themselves to the Procuring Contract Officer in writing.
