- The United States Department of Agriculture (USDA) �Animal Plant Health Inspection Services �(APHIS) ,� Employee Services Division (ESD) �Facility in Riverdale, Maryland ��intends to negotiate a firm fixed Priced �Three �year� follow on �Blanket Purchase Agreement� (BPA)� �for calibration and cleaning services previously under warranty for �33 TSI Brand� Portacounts� currently in use at APHIS/ESD/SB.� �The TSI Brand� PortaCounts� used� by APHIS/ESD/SB�� comply with current Avian Influenza respirator fit-testing requirements.� This Respiratory Protection Program �was developed to comply with OSHA and the specific requirements of the APHIS Program, and is mission �critical �to �personnel. APHIS� currently has TSI Brand �PortaCount units� located nation-wide which are �sent to the field for designated trained APHIS personnel to perform respirator fit-testing . The current Quote� is for each of the 33 Portacounts to have 3 calibrations.� The rationale used for� permitting this noncompetitive� acquisition is in accordance with FAR 13.106-1(b)(1)(i) and FAR 13.106-3(b)(3)(i); For acquisitions greater than the micro-purchase threshold but less than the Simplified Acquisition Threshold (SAT) the Contracting Officer may solicit from one source only if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, etc.). This is a follow-on requirement: AG-6395-B-13-0041���� 12/01/2012� to 11/30/2015 AG-6395-B-16-0019 ��� 12/01/2015� to 11/30/2018 AG-3267-B-17-0001���� 12/01/2018� to 11/30/2019 12639520A0012 ���������� 01/02/2020 to 12/31/2022 The TSI brand respirator test system was originally chosen because it was the only known system equipped to test the N95 respirators which are used by several USDA facilities. TSI is the Manufacturer for the Porta Counts used and they perform their own cleaning and calibration services. The 8038 model incorporates two units (the N95 companion and regular Porta Count) into one unit for better portability and less cables, hoses, and other apparatus.� This unit has a much better sensitivity so that fit-testing can be performed in areas that were ""too clean"" before.� The 8038 model can be used with or without the laptop and� incorporates the new OSHA fit-test measurement times that will enhance and shorten the overall fit-test procedure. PortaCount Pro+ Universal Respirator Fit Tester Includes: Porta Count Pro+ w/ Built-in N95-Companion, AC Adapter, Alcohol Cartridge, Alcohol Fill Capsule, Storage Cap, Two HEPA Filters, Operation & Service Manual, Alcohol Supplies, 3/16 and 1/4 Inch Hose Adapters, Two Spare Alcohol Wicks, Carrying Case, 100 Probe Sets w/ Probe Insertion Tool, FitPro Lite Test Software, Software Manual, 1 Gig USB Flash Memory Drive, USB Interface Cable. This Notice of Intent is not a request for competitive proposals.� No solicitation documents are available and telephone requests will not be honored.� However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as three (3) references from other customers who are using these services, to the Contracting Officer by 4:00pm.
