Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY� ��� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� Solicitations are not available at this time.� Requests for a solicitation will not receive a response.� This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever.� All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. The contractor shall provide Basic Life Support Services for 200-300 personnel. (see attached description).� THIS REQUIREMENT IS ONLY FOR LOCAL VENDORS IN GREECE 1-""PORTABLE SANITARY FACILITIES 10 Male 5 Female Contractor shall provide one (1) portable sanitary facility, which includes one (1) western style toilet and one (1) urinal to include toilet paper and hand sanitizer.� Contractor shall ensure facilities are continuously monitored to ensure portable sanitary facilities are clean, sanitary, and toilet paper is available.� Contractor shall check portable sanitary facilities at least every three (3) hours to ensure cleanliness and re-stock supplies (i.e. toilet paper).� Evidence such as keeping and updating an inspection checklist inside the portable sanitary facilities units is required.� Unit Price shall include cleaning and waste removal to ensure clean and sanitary conditions.� Unit Price shall include toilet paper and hand sanitizer.� Contractor shall dispose of waste in accordance with local government�s laws.� Contractor shall provide American Disabilities Act (ADA) compliant portable sanitary facilities when requested on the RTOP."" 2-Portable hand wash station shall include faucet body, necessary plumbing, potable water, and hand paper dispenser.� Unit Price shall include sanitizing hand liquid soap and potable water to operate the hand wash station. Contractor shall ensure facilities are continuously monitored to ensure portable hand wash stations are clean, sanitary, and liquid, antibacterial hand soap is available.� Unit Price shall include hand paper and hand paper dispenser to allow personnel to dry hands and trash cans to dispose of waste. ""The contractor shall provide continuous power generation for two (2) tents (2x20 PAX) 3-The Contractor shall provide, install, maintain and remove heating and cooling units at the designated locations. The contractor shall provide fuel. The Contractor shall place spill containment (drip pan, etc.�), larger than the unit, under the� unit to prevent ground contamination during operation, fueling, and servicing.� When the outside temperature is below 60 degrees Fahrenheit, units shall be able to maintain a constant temperature per tent of 72 degrees Fahrenheit.� When the outside temperature is above 60 degrees Fahrenheit, units shall be able to maintain a constant temperature per tent of 65 degrees Fahrenheit. Contractor shall have maintenance personnel on standby to fix or service any maintenance concerns within 6 hours of notification. 4-The Contractor shall provide, install, maintain and remove generators, at the designated locations. Installation includes the set-up of �power grids� by use of distribution boxes and other necessary items to connect the generator and make it user accessible. After set-up is complete, a certified electrician shall inspect wires, ground rods, connections and equipment to ensure all industry safety standards, codes, regulations, rules, local and host nation laws and guidelines have been adhered to, and the generator set-up will function as intended. The contractor shall ensure that all electrical wiring is in compliance with UFC 3-550-01. The Contractor shall provide the electrician certificate of certification and inspection sheet� to the COR prior to any generators initial utilization. The contractor shall provide electrical strips able to support up to 150 220 V plug-ins per tent. 5-The contractor shall provide the fuel necessary to operate the equipment. After set-up is complete, a certified electrician shall inspect wires, ground rods, connections and equipment to ensure all industry safety standards, codes, regulations, rules, local and host nation laws and guidelines have been adhered to, and the generator set-up will function as intended. The Contractor shall provide the electrician certificate of certification and inspection sheet to the COR prior to any generators initial utilization."" The contractor shall furnish all necessary personnel, tools, test/diagnostics equipment, materiel, repair/replacement parts and service vehicles to perform any required services, repairs or maintenance throughout the period of performance of this contract. The contractor shall be available 24 hours per day, 7 days per week, including holidays. The contractor shall ensure the Government has operational equipment within 2 hours from the time the contractor is notified of the initial fault by the Contracting Officers Representative, the Contracting Officer, or on site designated user. This 2 hours starts at time of fault notification. All repairs, replacement, delivery, and pick-up costs not due to Government negligence shall be at no additional cost to the Government. The cold storage containers shall have a remote gauge to monitor temperature inside the unit and include a partitioned divider to allow dual temperature setting of the refrigeration unit. The cold storage containers shall be in sound working condition and fully mission capable (FMC) at all times The contractor will deliver the cold storage to the designated location as requested by the designated on site government representative. Contractor shall provide fuel and is responsible for refueling of all refrigerated containers. ""-The contractor shall ensure that the dumpsters are no more than 75% full at any time. -All dumpsters shall have a lid or covering"" ""-Pests are defined as: any arthropods, birds, rodents, nematodes, fungi, bacteria, viruses, algae, snails, snakes, weeks and other organisms (except for pathogenic organisms that cause human or animal diseases) that adversely affect the well-being of personnel and animals; real property, supplies, equipment, or are otherwise undesirable. -The contractor shall adequately suppress outdoor populations of rats, ants and mice, which are the most commonly occurring pests -The contractor shall use non-pesticide methods of control in order to be more effective in reducing cost and preventing little to no risk to personnel and the environment. -When it is determined that the pesticide must be used in order to obtain adequate control, the contractor shall employ the least hazardous material, most precise application technique and minimum quantity of pesticide necessary to achieve control using baits, dry and liquid pesticides. -Throughout the life of this contract, the contractor� shall be responsible for notifying in writing about any structural, sanitary or procedural modifications deemed necessary to eliminate pest food, water, harborage or access in writing to the COR and KO within 3 working days -Structural modifications for pest control, including the application of sealing materials will not be the responsibility of the USG. -No pesticides shall be allowed to contact any food. Contaminated work surfaces shall be cleaned up and decontaminated immediately, all spills shall be reported by E-mail to the COR and KO immediately. -Pesticides shall be applied in such a manner as to prevent toxic exposure to persons, pets, wildlife, bees and any non-target components of the environment. Outside pesticides application shall not be performed immediately prior to, during or immediately after rainfall where run-off is� likely to occur when ground winds exceed 10/hours (2.78/sec-6.21m/hour). -Pesticides shall not be allowed to contaminate any run-off ditch (natural or man made), culverts, drainage system or standing basins of water. The COR will stop work in progress if believed that the pesticide is creating an imminent hazard to personnel or the environment. -Formulating pesticides or cleaning of pesticides disposal equipment on US Government property is not authorized. -Collection and disposal of all used pesticide containers shall be in accordance with Environmental compliance or description of services. -The contractor shall be held liable for any damages to persons, pets, wildlife, ornamental plants, bees and non-target components of the environment caused thru contractor carelessness. -Non-toxic bait blocks are recommended for use in a routine rodent surveillance program and around food services and food storage facilities. -All toxic rodenticides used in bait stations, regardless of packaging shall be placed either in locations not accessible to children, pets, wildlife and domestic animals in approved tamper resistant bait boxes. -Frequency of bait box servicing shall depend upon the level of rodent infestations. As a minimum, all bait boxes shall be serviced weekly, old bait removed and new bait applied if the� infestation is still present or surveillance is required."" ""Unit of Issue is EA A minimum total of 15 Shower Heads are needed for this requirement The shower units for males and females must be separate facilities -minimum 10x Shower Heads for Males -minimum 5x Shower Heads for Females Water temperature must sustain at least 105 degrees Fahrenheit/40 degrees Celsius at all times. Contractor shall provide fresh water for showers. Water for Portable Shower Facilitie(s) must be in accordance with TB MED 577, Sanitary Control and Surveillance of Field Water Supplies. The contractor shall provide water bladders to act as a reservoir for fresh water deliveries. The contractor shall ensure the fresh water bladders are at least 50% full at all times. Contractor shall have maintenance personnel on standby to fix or service any maintenance concerns within 6 hours of notification. Contractor shall ensure that the showers drain properly at all times. The Contractor shall provide PSF cleaning services daily. All shower facilities shall be delivered clean and disinfected. Cleaning of the shower facilities shall include the removal of trash, sweeping, mopping, cleaning and disinfecting wash basins and shower stalls, and spot cleaning of interior/exterior shower facility so that the surfaces are free of debris. The contract shall provide associated shower sinks; minimum 1 sink to 4 shower heads.� (Hand Washing Stations are acceptable) Include Grey Water Removal. The Contractor shall provide, install, and maintain self-contained portable shower units and associated equipment, to include, but not limited to, potable water tank and a grey water tank. Contractor shall remove all Contractor-furnished equipment upon completion of the exercise. Contractor shall remove and dispose grey water in accordance with local laws. Contractor shall ensure grey water tanks are no more that ninety percent (90%) full at any time. Unit Price shall include cleaning and waste removal to ensure clean and sanitary conditions. The contractor shall provide PSF Cleaning Services Daily. All shower facilities shall be delivered clean and disinfected. Cleaning of the shower facilities shall include the removal of trash, sweeping, mopping, cleaning and disinfecting wash basins and shower stalls, and spot cleaning of interior/exterior shower facility so that the surfaces are free of debris. Cleaning shall be conducted a minimum of twice daily between 0930-1030hrs and 2000-2100hrs."" Contractor shall provide portable fluorescent lighting capable of illuminating 50 meters x 50 meters area. Contractor is responsible to provide continuous power to power the lights throughout the Period of Performance
