Description: Presolicitation/ Synopsis This is NOT a Request for Proposal. Geographic Regions to be Serviced This procurement involves A/E services for various projects on an as needed basis that arise as part of the normal operating functions of GSA PBSï¿½ Northeast and Caribbean Region and will cover projects located in the Caribbean. The Caribbean is defined as PR and the USVI.ï¿½ The solicited requirement may result in, at a minimum, three (3) Indefinite Delivery Indefinite Quantity Contracts to service PR and USVI.ï¿½ Requirement Description General Conditions of the Requirement: This procurement will be issued in accordance with the Selection of Architects and Engineers Statute (IAW FAC 05-73 - also known as the Brooks Act) and as implemented in compliance with FAR 36.6, and GSAM Part 536. GSA anticipates the award of three (3) Indefinite Delivery-Indefinite Quantity (IDIQ) contracts for A/E Services.ï¿½ Each awarded IDIQ contract will feature:ï¿½ - Period of Performance: One (1) year base with four (4) one (1) year option yearsï¿½ - Maximum Ordering Limitation (Maximum Contract Value): $15,000,000 - Minimum Guarantee (Awarded with the Base Year Only): $2,500.00ï¿½ Based on GSA needs, at the time of award, the Government reserves:ï¿½ - The right to award Single Award and/or Multiple Award - The right to make adjustments to the GSA procurement strategy as deemed necessary. Scope of Work (SOW) The SOW may include, but is not limited to, site investigations, site surveys, Feasibility Studies, Project Development Studies (PDS), Building Evaluation Reports (BER), Master Plans, Engineering Studies, concept designs, construction documents, Design-Build Bridging, Design-Build Scope Preparation, estimating services, procurement support, record drawings, constructability reviews, technical design reviews, construction administration services, shop drawing review and approval and construction siteï¿½ inspections, Post-Construction Services, andï¿½ other A/E Services, to include incidental related work in support of Government administered construction contracts; facility investigations and research; and planning studies. Disciplines and expertise thatï¿½ may be required to accomplish the scopes of the task orders include butï¿½ are not limited to: architecture, mechanical, electrical, plumbing, civil, structural, fire protection, life safety, security, blast, risk assessment, vertical transportation, space planning, real estateï¿½ marketï¿½ analysis,ï¿½ interior architecture, historic preservation, estimating, master planning, report writing,ï¿½ qualityï¿½ controlï¿½ review, scheduling, surveying, LEED sustainability, BIM, 3-D rendering, code compliance, hazardous material removal, commissioning, and any additional requirements of other Federal Agencies.ï¿½ Information to Interested Small Business Register in the System for Award Management (SAM) database (www.sam.gov).ï¿½ Tentative Solicitation Issuance Date The Solicitation/Request for Qualification documents will be available electronically on or after two (2) weeks from this notice, at the Government Point of Entry (GPE) located at System for Award Management (SAM) database (www.sam.gov).ï¿½ Questions will be addressed once the solicitation has been posted.ï¿½ï¿½ï¿½
