Description

SOLE SOURCE - BOSS Maintenance MC-130J System Integration Lab This announcement constitutes a Notice of Proposed Contract Action. The Office of AFSC/PZIMB intends to award to a contract in support of the MC-130J Weapon System. This requirement is for the battlefield operations support system (boss). It is a�link 16 tactical data link test system. It will be used in the MC-130J System Integration Lab as a standalone link 16 terminal emulator or in conjunction with a (Multifunctional Information Distribution System Joint Tactical Radio System (MIDS-JTRS) terminal to emulate link 16 capabilities in battlespace. Boss is necessary for the proper testing of Tactical Data Link capabilities in the 580 SWES MC-130J system integration lab. Without BOSS, key software upgrades may be delayed. These delays could cost millions of dollars by necessitating acquisition of many additional lvt terminals. Additionally, the ability of the USAF to meet TDL security requirements may be delayed. BOSS is a proprietary Link 16 system. No other vendor has the necessary Intellectual Property (IP) rights or the expertise to provide maintenance & support to the 580 SWES BOSS test capabilities. Tactical Communications Group, LLC is the original equipment manufacturer (OEM), therefore they are the only company capable of providing this software. The proposed contract action for this requirement will be a SOLE SOURCE to the following Contractor: Tactical Communications Group, LLC Cage Code: 1SU81 2 Highwood Drive Building 2, Suite 200 Tewksbury, MA 01876-1157 This sole source is pursuant to FAR 13.106-1(b)(1), only one source reasonably available.
