- Request for Information (RFI): The United States Coast Guard (USCG), Aviation Logistics Center (ALC), SRR/H-65 aircraft division has a requirement for sustaining engineering and technical support services of the Rockwell Collins avionics systems and avionic ground support equipment used on all U.S. Coast Guard aircraft.� Requirements include sustaining engineering support of hardware and software manufactured by Rockwell Collins and common hardware.� Requirements also include specialty engineering disciplines, developmental integration efforts, as well as, certification of flight readiness.� It is anticipated that the period of performance for this contract will be a total of five years, which consists of one-year base and four (4) one-year option years. �The USCG, ALC, SRR/H-65 aircraft division intends to purchase these services from the Rockwell Collins Corporation. Rockwell Collins designed, developed, and certified the requirements for the avionics hardware and software, both stand-alone and with the integrated system.� This experience gives them the unique ability to understand the performance of the hardware and software, identify anomalies, and resolve issues and anomalies in a timely manner to ensure safety of crew and mission success. �Knowledge of the hardware and software systems is essential for quick responses to problems and is cost-effective in minimizing investigation of known conditions.� Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time (EST) on March 21, 2023. �Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. �A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. �Oral communications are not acceptable in response to this notice. �All responsible sources may submit an offer which shall be considered. Responses should include the following: Name and address of contractor Cage Code Point of contact including name, title, phone, and email address Capability statement State whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code 541330 GSA Contract information if applicable and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for this requirement. The NAICS code is 541330 and the small business size standard is $25.5M.� This notice does not constitute a Request for Quotation (RFQ) or a Request for Proposal (RFP) and is not to be construed as one. �Therefore, there will be no evaluation of responses to this RFI for award purposes. �Respondents deemed fully qualified will be considered in any resulting future solicitation where quotes or proposals will be requested. �There is no date set for a resulting solicitation or if a solicitation will be issued.� All submitted materials will be designated for Government Use Only. � This RFI is for market research purposes only and is not to be construed as a commitment by the Government. �This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This RFI notice has been issued to survey the market to identify possible sources for consideration. �This notice is to assist the USCG in determining potential sources. �All contractors responding to this RFI notice are advised that their response to this notice is not a request to be considered for a contract award. Closing date and time for receipt of response is March 21, 2023 at 4:30 pm EDT. Telephone responses will not be accepted.� Responses should be submitted to Livia.M.pippen@uscg.mil. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on Sam.gov website. Responses to this RFI synopsis are not adequate responses to any future announcement. All interested offerors will have to respond to the solicitation in addition to responding to this RFI synopsis. Responses to this RFI synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
