- REQUEST FOR INFORMATION Horizontal Directional Drilling (HDD) Services THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government.� DESCRIPTION: PURPOSE:� The USACE Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) is conducting this Request for Information (RFI) as market research to determine sources with competencies and capabilities to provide Horizontal Directional Drilling (HDD) and Fiber Optic Cable installation services. BACKGROUND: ERDC-GSL is requesting information for providing HDD and Fiber Optic Cable installation services along the southern United States border.� The HDD and Fiber Optic Cable installation would take place under sections of concrete or paved road up to 0.5 miles in length, at a depth of at least 4-ft below the road foundation, and under river and water crossing at a depth of at least 4-ft below the river bed.� This effort stretches along the southern U.S Border follow a route in 3 states, California, Arizona, and Texas.� One of the identified water crossings along the route has the potential for E coli contaminants.� The intent of this RFI is to gather data to verify the competencies and capability of contractors in the market place to perform underground and underwater HDD services, as well as being multi-state licensed and/or having multi-state sub-contracting availabilities. The purpose of this RFI is to obtain availability of vendors and to determine interest in participation before a Request for Proposal (RFP) is released for the required services. Respondents are requested to submit responses to the following questions: 1. Contact Information: Interested organizations should respond by providing the Government the following information: point of contact, address, telephone, email address, and CAGE code. 2. Does your company have the capability to perform Horizontal Directional Drilling (HDD) underground, under concrete and pavement, to a depth of at least 4-ft and length of half a mile? 3. Does your company have the capability to perform Horizontal Directional Drilling (HDD) underwater, at a river or water crossing, to a depth of at least 4-ft below the river bed? 4. This work is to be performed in California, Arizona, and Texas.� Is your company licensed to work in one or all of these states? 5. Does your company have the capability to perform as the prime contractor for the entirety of the requirement without subcontracting out any of the work? If not, which types of work does your company subcontract out?� 6. Does your company have management and scheduling processes in place to ensure completion and control of a project from the beginning to the end? 7. Does your company have IPC, FOA, and/or OSHA certifications? Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the System for Award Management at www.sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
