This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice.� Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned.� Any solicitation issued as a result of this notice will be in a separate announcement.� The purpose of this notice is to survey interest and obtain capability statements from industry. BACKGROUND The U.S. Army Corps of Engineers (USACE), Baltimore District is considering a requirement for construction services for the Anacostia Watershed Restoration, Prince George�s County � Site 13 Pedestrian Bridge Relocation Project.� The anticipated magnitude of construction is between $500,000 and $1,000,000.� The North American Industry Classification System (NAICS) code for this procurement is 237310 � �Highway, Street, and Bridge Construction�, which has a small business size standard of $45,000,000.00.� The jobsite is located north of Lyndon Street and West Park Avenue in the Adelphi Community Park. All access to the project site is from West Park Avenue. The proposed pedestrian bridge will be a replacement that is perpendicular to the stream on a riffle. The existing orientation is an angle to the direction of flow as such there a substantial instability of the stream around the bridge. The new orientation will improve stability and flow conveyance. A new paved trail is also proposed in the park to access the new pedestrian bridge.� Maps are available as an attachment to this notice. PROJECT DESCRIPTION This project involves demolishing the existing Pedestrian bridge over the Northwest Branch Anacostia and replacing the bridge with a new bridge to the west of the existing bridge. The proposed Pedestrian bridge will be a replacement that is perpendicular to the stream on a riffle. The existing orientation is an angle to the direction of flow as such there a substantial instability of the stream around the bridge. The new orientation will improve stability and flow conveyance. A new paved trail is also proposed in the park to access the new pedestrian bridge. The project area is north of Lyndon Street and West Park Avenue in the Adelphi Community Park. All access to the project site is from West Park Avenue. Construction duration estimated to be 180 calendar days. CAPABILITIES STATEMENT Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than ten pages.� The capabilities statement shall include the following. 1. Company name, address, point of contact, phone number, e-mail address, CAGE code, and UEI number. 2. Business size in relation to the NAICS, including small business category as applicable (e.g., woman-owned small business, service-disabled veteran-owned small business, etc.). 3. Confirmation of the ability to provide a letter from a surety company regarding the bonding capability for a single contract action and aggregate of the interested prime contractor. 4. Narrative with two to four relevant construction projects completed within the past ten years. Describe work performed as a prime or subcontractor, dollar value of the projects, and customer names. �The following are considered relevant to this project. � � � a. Experience with the Federal Government submittal process. ���������� � � �b. Experience in either the design, construction, and installation of steel bridges over water, or the procurement and installation� � � � of prefabricated steel bridges over water. Demonstrate experience in any of the following areas as applicable: Utilizing a crane or multiple cranes in erecting bridges. � � � �2. Field splicing of prefabricated steel bridges. � � � �3. Shop and/or field welding of structures in accordance with AWS D1.1 and AWS D1.5. � � � �4. Erecting bridges on sites with difficult access or where limits of disturbance were kept very tight to minimize environmental� � � � � � � � �impact. � � � 5. Demolition of existing steel bridges over water, demonstrating the ability to stage and/or contain demolition to minimize� � � � � � � � � � � environmental impact. � c. Successful experience in the design and construction of cast-in-place concrete abutments for bridges. Demonstrate experience� � in any of the following areas as applicable: Design and construction of cast-in-place concrete bridge abutments utilizing shallow foundation elements. � � � �2. Design and construction of cast-in-place concrete bridge abutments utilizing deep foundation elements.
