Description
SOURCES SOUGHT BACKGROUND: The Albuquerque Area Indian Health Service, Santa Fe Indian Health Center (SFIHC), has a need for Two (2) Medical Laboratory Technologists for the Laboratory Department.� These MLTs shall perform the necessary services, in nature as defined by FAR 37.101, Non-Personal Healthcare Service, under which the contractor is and independent contractor and shall perform the work described herein independently of government supervision and that the provision of services is in accordance with FAR 52.237-7. The contractor shall provide competent, Medical Laboratory Technologist (MLT) particularly focusing in the utilization of his/her professional training and experience in order to perform the following: PURPOSE: Currently the Indian Health Service, Albuquerque Area does procure services from Small Business Indian Firms pursuant to the Buy Indian Act 100% of the time. The Contractor shall perform medical technologist duties and manage patient's needs as identified by the Service Unit.� Contractor�s employee will serve as a Medical Laboratory Technologist in the Clinical Laboratory of the SFSU who is supervised by the Laboratory/Radiology Supervisor who is directly under the Clinical Director and CEO.� With duties of performing a variety of standardized routine and specialized procedures in the areas of Chemistry, Hematology, Serology (Covid-19), Urinalysis, Coagulation, Phlebotomy, Specimen, and dispatch requirements.� Medical Laboratory Technologist will need to be proficient with the hospital information system, RPMS (Resource Patient Management System), which is the main method of processing patient specimen and reporting patient test results. STATEMENT OF WORK: Provision of full range of Laboratory care to patients seen at the facility including laboratory testing, maintenance of diagnostic equipment, operates automated equipment and performs complex manual procedures in Chemistry, Hematology, Urinalysis, Microbiology, Coagulation, Phlebotomy, special dispatch and specimen requirements, quality controls and other diagnostics required by laboratory supervisor. Capable of performing phlebotomy on various age groups: (infants to geriatric ages) and familiar with requirements and equipment for each age group, such as finger sticks, heel sticks and venipuncture with different needle gauges. Performs required recordkeeping procedures and reports discrepancies to appropriate technologist or COR for patient results, demographics, QC, QA, and performance improvement. Performs start up, shut-down, daily, weekly, monthly, and quarterly preventative maintenance procedures on analyzers and other testing procedures on instrumentation in Chemistry, Hematology, Urinalysis, and Microbiology as assigned or instructed. Performs Quality Control procedures on analyzers and manual test methods as required; performs semi-annual Calibration verification studies and Method Comparison Studies as assigned; analyzes and monitors significant trends, troubleshoots analyzer problems.� Identifies and recognizes technical and instrumental causes of problems. Recognizes factors, which can adversely affect specimens, procedures, and results and is capable of determining whether procedures, specimens, or results have been affected, then performs corrective action as needed (including sequestering patient samples and retesting after the analyzer issues have been resolved). Assures preparation of tests for all patients, including performing the test calibrations and calibration verification studies as needed.� Checks specimens, prepares reagents, and maintains adequate supplies.� Electronically enters, or writes clinical reports and descriptions of laboratory care. Examines all patient�s lab work, reviews all testing (lab) and requests or performs diagnostic tests and refers tests to internal and external Laboratory facilities.� Completes all tests requested by physicians and refers out when needed.� Makes note of all assessments and records results.� Reports results to appropriate individuals, calls critical values to appropriate individuals and recognizes the need for timely reporting of laboratory data and shipment of products and specimens. Follows the Laboratory Department policies and procedures and Clinical practice guidelines when relevant.� Follows federal licensing, accreditation and regulating body standards from organizations such as CMS, TJC, COLA, CLIA and IHS; and any other agency to which the facility is accountable. Provides specialty laboratory services to patients at ACL and works as a team with the medical staff.� Also should interact in a professional manner with patients and other staff. Provides nursing care to meet the physical, emotional, spiritual and socio-cultural needs of the patient, by means of direct care and teaching. STATEMENT OF OBJECTIVES:����� Locate eligible and qualified Small Business Indian Firms to support IHS procurement needs under NAICS code: 561320 Temporary Help Services. Utilize the information received with future acquisition planning efforts and potential Buy Indian set aside.� Possibly create multiple Indefinite-Delivery, Definite-Quantity Order amongst eligible and qualified Small Business Indian Firms. HOW TO RESPOND: This is a sources sought notice under the authority of the Buy Indian Act. The Indian Health Service (IHS) is attempting to locate qualified and eligible Small Business Indian Firms, �Native American Indian Owned and Operated businesses,� that can provide services/supplies to the Indian Health Service.� This is a request for information only.� Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.� Any information submitted by respondents to this notice is strictly voluntary with no obligation or incurred cost by the government. Provide with response � E-mail response.� Shall be in a printer friendly format, Word or PDF, 8x11 page size, 5-page limit. Certification as a Small Business Indian Firms. The government is ONLY interested in Small Business Indian Firms. (See attached Representative Form). The government requests that interested parties respond to this notice if applicable and identify your business status to the identified NAICS code.� Pursuant to FAR 52.204-7, prospective vendors shall be properly registered in SAM.gov; this includes proper registration as an ISBEE Firm and if eligible, registered as applicable small business certifications (e.g. Hubzone, 8(a), Service Disabled Veteran Owned, Veteran Owned, Women-Owned, Small Disadvantaged), in order for IHS to issue an award and claim procurement actions with eligible Small Business Indian Firms. Provide detailed capabilities statement, website, and e-catalog as it pertains to 561320 Temporary Help Services Contractors. Provide Dun & Bradstreet (DUNS) used to create SAM.gov registration. Identify Business Size:� Small Indian Firm (ISBEE) or a Large Indian-Owned Firm. GSA/FSS contract holders � provide GSA/FSS/VA or other GWAC contract number, only if applicable.
