- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source, with Advanced Chemistry Development Inc, Toronto, Ontario for annual renewal of a 15 concurrent user floating license and maintenance for ACD/Chem Workbook Enterprise, renewal of 1 server license and maintenance for ACD/Spectrus General Knowledge Base System, renewal of 3 stand-alone seat licenses and maintenance for ACD/Name, and new licenses and maintenance for ACD/Labs Scripting Software Development Kit (SDK) and ACD/DeSalt Addon. �This is a sole source inasmuch as ACD Labs is the exclusive developer, seller and marketer of the software and support in No. America. �License keys and access to the content is not available on-line through any other interface or vendor. �A firm fixed-price purchase order will be negotiated and issued on or about 31 May 2023 for a 12-mo. period and include (4) 12-mo. option periods to cover renewal of licenses and maintenance for all existing and new software described herein. �No solicitation package will be issued. �This notice is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement. �Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. �The government will consider responses received by 5:00PM, EST, 27 Mar 2023. �Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. �A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. �This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. �No telephone requests will be honored.
