- NOTICE OF INTENT TO SOLE SOURCE-Design Services Acquisition of Stormwater Management Evaluation Studies, Fort Detrick, Maryland. Contract No. TBD This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 16.505 (b) (2)(i)(C), �The order�must�be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order� The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a Firm-Fixed-Price Sole Source Contract to AECOM to provide Design Services Acquisition of Stormwater Management Evaluation Studies, Fort Detrick, Maryland. AECOM is the Designer of record (DOR) for this project and originally completed the services required except the Dam Breach analysis. AECOM is qualified to continue the work originally produced by them, being intimately familiar with the program, scope of work and MDE requirements. Period of Performance (POP): twelve (12) months. I� BACKGROUND: USACE plans to contract one Architect-Engineer task order with base bid and no options to complete the Maryland Department of the Environment (MDE) as-built certification for a regional stormwater management pond at Fort Detrick.� NAB will manage the AE and provide civil, geotechnical, and cost estimating technical review of the study. Below is the background for the study.� The A-3/A-4 regional ponds have not received as-built approval from MDE.� Ponds require as-built verification to determine adequate SWM and flood storage volumes.� Fort Detrick is requesting an evaluation to determine current management conditions and overall deficit or excess quality/quantity stormwater credits of the regional facilities.� Original regional SWM design information shall be established to determine strormwater quality and quantity management credits of the system.� Existing conditions as built shall be conducted to determine available management volume of the facility.� An inventory of all historical facilities discharging to the regional management facility shall be completed.� An account balance (banking summary) spreadsheet shall be completed to show individual project SWM requirements.� The accounting spreadsheet shall also detail individual project stormwater credit use and cumulative net available credits for the regional facility.� A previous task order completed most of this work, except a dam breach analysis required by MDE to complete the as-built certification requirements. II� PROJECT SCOPE/FEATURES/ELEMENTS: The project consists of performing engineering services to complete the work.� Specifically: Perform dam breach analysis for the ponds. Value Engineering Assistance is not required in the Design Phase.� The A-E shall attend design review comment resolution meetings for to discuss the Alternative Analysis Studies III� CONSTRUCTION COST ESTIMATE (CCE): Not required for this scope. IV� A-E SERVICES: � The A-E shall provide all necessary services required to complete the dam breach analysis and obtain MDE as-built certification approval. The enclosed �Instruc�tions for the Designer� for general requirements. Unless otherwise specified below, all submissions shall consist of a paper copy of the reports and electronic copies of the reports and all other required documents in both their original electronic version (CADD, Word, Excel, etc.) and converted to �.pdf� files. �Task 1 � A3/ A4 Pond Task 1a.� Dam Breach Analysis Perform simplified breach analysis as defined by MDE. Perform standard breach analysis if the result of the simplified analysis indicates a hazard classification of Significant or High. This task includes pre-modeling coordination with USACE and MDE, hydrologic model development using modeling software, hydraulic model development for the discharge of the ponds, inundation mapping downstream, and a report with all analysis results. Task 1b.� Submission to and Coordination with MDE Submit draft dam breach analysis to MDE with response letter addressing all previous MDE comments. Respond to MDE comments and make revisions to the package as necessary. Obtain MDE as-built approval for the A3/A4 ponds Deliverables:� As-Built Survey Plans (PDF and CAD), MDE As-Built Certification Submission(s) and Approval Letter, and Report (pdf with bookmarks), MDE As-Built Approval Letter.
