Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Nanostring Technologies Inc.. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: Qty 12; Item #115000486; Description: XT Mm HostResponse CSO Qty 01; Item #100077; Description: nCounter Sprint Reagent Kit Qty 12; Item #100078; Description: nCounter Sprint Cartridge� Qty 01; Item #115000496; Description: Mm HostResponse Panel Std Qty 01; Item #SH0004; Description: S&H 9 - 32 Kits / Slides Place of Performance or Delivery: Delivery 30 days after receipt of award to Bethesda, MD 20892. Sole Source Requirement statement: Nanostring Technologies Inc. is the manufacturer and only authorized provider of these Nanostring items. Program needs this brand of Nanostring items because of technical and compatibility requirements. Nanostring equipment and assay kits are currently being used by Program to conduct its research. The Nanostring nCounter will only run proprietary assays developed by Nanostring. Thus, the lab needs to purchase this brand of Nanostring assay kits because only these specific brand of assay kits will work with the Nanostring nCounter machine that is currently used by the lab to do research. Furthermore, changing the brand of items may also introduce variables that may make the data generated by the new research to be incompatible and incomparable with the data generated by the previous researching that used the Nanostring brand of items � this would jeopardize Program�s research data. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2162778) by 09:00 AM eastern standard time on 03/30/2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
