- THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES TO ASSIST THE NEW ORLEANS DISTRICT, U.S. ARMY CORPS OF ENGINEERS (USACE), IN DEVELOPING THE AQUISITION STRATEGY FOR AN UPCOMING Invitation for Bid (IFB) for a project entitled, ""Towboat Kent & Bienville Dock Repairs 2023"". THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT. After review of the responses to this notice, and if the Government intends to proceed with the acquisition, a separate presolicitation announcement will be published on the System for Acquisition Management (SAM) website (SAM.gov). Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY are not adequate response to any future solicitation announcement. All interested parties and potential bidders are responsible to monitor SAM for any future postings. The purpose of this notice is to gain knowledge of and determine the availability of potentially qualified Small Business sources and their size classifications relative to the North American Industry Classification System (NAICS) Code of 336611, �SHIP BUILDING AND REPAIRING� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals/quotes and is not to be construed as a commitment by the U.S. Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to respond, in writing, to this Sources Sought Notice. ANTICIPATED CONTRACT INFORMATION/DESCRIPTION:�The New Orleans District expects to issue a Request for Quote in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor shall furnish one (1) dry dock to hold one (1) vessel at a time until all repairs cleaning, painting, and dry dock inspections are complete and all painting up to the deck is dry. The second vessel will enter and remain in dry dock upon completion of the first vessel until all repairs cleaning, painting, and dry dock inspections are complete and all painting up to the deck is dry. Target dry dock entry is 15 Nov 2023 � 01 Dec 2023. The contractor shall furnish all management, supervision, labor, subcontracting, services of manufacturer�s representatives, and all facilities, utilities, equipment, tools, lubricants, fuels, shore power, materials, and articles (excluding government furnished property), required to execute the mandatory and contracting officer authorized optional work items specified (but not limited to), herein: gas freeing, ultrasonic testing, steel crop and renewal, welding, painting, propulsion system repair/modifications, main engine alignment, anode replacement, sea chests/valves/strainers maintenance, overboard discharge connections, compressed air system maintenance, exhaust system maintenance, porthole replacement, MSD maintenance, fuel line replacement/maintenance, and steering linkage overhaul. TOWBOAT KENT. The Kent is a welded steel towboat 85� long, 32� wide and 10� � 6� deep. The light displacement is 304 long tons. The loaded displacement is 410 long tons. Loaded draft is approximately 8�-6�. TOWBOAT BIENVILLE. The Bienville is a welded steel towboat 60'-6"" long, 22'-11"" wide and 7'-6"" deep. The light displacement is 126 long tons. The loaded displacement is 151 long tons. Loaded draft is approximately 6�-0�. NOTICE: The Bienville is equipped with an automatic CO2 fire extinguishing system. The CO2 fire suppressant is automatically activated by heat activated devices located in the engine room and auxiliary machinery space. The system shall be disconnected by the contractor prior to the start of work and reconnected upon completion. NOTICE: THE INTERIOR SURFACES OF THE KENT & BIENVILLE ARE COATED WITH PAINT CONTAINING LEAD. The contractor shall perform all work in strict accordance with federal, state, and local regulations, laws, codes, and practices regarding lead-based coatings. The contractor shall provide copies of all completed hazardous waste manifests to the contracting officer. The coating on the interior of the forepeak ballast and the interior of the potable water tank do not contain lead. SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT NOTICE: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY shall be limited to five (5) pages and include the following information: 1. Interested firm's name, address, point of contact, phone number, email address and small business size status under the stated NAICS Code (336611). 2. A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described above. 3. Interested firms are also requested to submit a narrative describing one project they have completed that is similar in size, scope and complexity to the anticipated contract requirements described above. Additionally, firms are requested to note any concerns regarding the target dry dock entry period. Submission of your interest is not a prerequisite to any potential future posting, but participation will assist in identifying sources with required capabilities. Interested offerors must be registered in the System for Award Management (SAM) database (sam.gov) to be eligible for award of a Government contract. SUBMISSION DUE DATE/TIME:�Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY should be received as soon as possible but no later than 2:00 pm (Central Standard Time) on Friday, April 21,2023.
