- This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Network Contracting Office 15 has been tasked to solicit for and award for the provision of on call infectious disease physician services (PSC Code: Q509). No solicitation is currently available at this time. The proposed project is anticipated to be a firm, fixed-price contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain market knowledge of potential businesses to include large business sources, small business sources and their size classifications; HUBZone, 8(a), Small Disadvantaged Business, Woman Owned Business, Veteran Owned Business, Service-Disabled Veteran Owned Small Business relative to NAICS Code 621111, with a small business size standard not to exceed $14 million in gross annual receipts. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of this requirement is anticipated for a base year with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621111 Offices of Physicians. Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the draft Schedule (below) specific to the provision of infectious disease physician services and respond to the questions posed below. This is not a request for proposal and in no way obligates the Government to award any contract. Please include the following information: 1. Your company s name, addresses, point of contact, phone number, and email address. 2. Your company s interest in submitting an offer on the solicitation when it is issued. 3. Your company s capability to meet the requirements. 4. Provide comparable work performed within the past three years to include a brief description of the project, period of performance, and dollar value of the acquisition. 5. How many providers in your candidate pool are providers, in your practice group or candidate pool, are available to provide contracted services in the Wichita, Kansas geographic region? 6. Would providers be able to perform infectious disease physician services on an hourly basis (24/7/365 availability) and available for call back within 15 minutes and ability to be on site within 60 minutes of the Wichita VA Medical Center? 7. How many on call and on-site infectious disease physician services have you successfully placed in the past 24 months? 8. Would you be able to support on call/emergency coverage? 9. Describe your abilities to track and invoice using on call hourly and on-site hourly services. Define the number of acquisitions held in past three years where the reimbursement method was hourly on call and hourly on-site, see Schedule. 10. Identify your socioeconomic size for NAICS 621111. Please reference the following sources sought number in the subject line of all correspondence submitted: Infectious Disease Physician Services. Performance Work Statement: The Contractor shall provide Board Certified/Board Eligible on call Infectious Disease Physician Services in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Robert J. Dole VA Medical Center (VAMC). A contractor providing on call Infectious Disease physician services that meet or exceed the American College of Physician (ACP) Guidelines https://www.acponline.org. The contractor(s) physician need to be available 24/7 within 15 minutes by phone and onsite 60 minutes. The services performed shall include but are not limited to: On-Call Infectious Disease Physician Services for estimated 8130 hours annually (weekdays, weeknights, weekends and holidays). All calls must be returned within 15 minutes. Call Back Infectious Disease Physician Services for estimated 10 hours annually (weekdays, weeknights, weekends and holidays). All call backs must arrive at the appropriate location on the Robert J. Dole VAMC within 60 minutes of notification. Contractor must maintain a minimum roster of four (4) Infectious Disease Physicians vetted through VA procedures in order to meet above guidelines. Contractors shall be responsible for documenting all treatment in the CPRS system. Board Certified/Board Eligible Infectious Disease Physicians level of care shall include but are not limited to: Diagnosing, treating and managing patients with infectious disease problems according to standard, usual and acceptable or customary methods and techniques. The physician will report to the Chief, Medicine Service, or his designated surrogate. The physician will work independently, caring for inpatients in an established clinical inpatient setting. Specialists and primary care physicians are available for consultation. The physician shall be expected to cooperate with and participate in medical duties or functions related to quality-of-care review and improvement, including orientation to Robert J. Dole VAMC safety and infection control procedures. Contractor s physician(s) shall provide consultation with and instruction to referring physicians regarding appropriate indications for procedures so that the most expeditious and clinically appropriate work-up can be done. Contractor s physician(s) shall determine the appropriate course of treatment and communicate in person or by phone with the referring clinicians. Contractor s physician(s) shall follow all established medication policies and procedures. No sample medications shall be provided to patients. Mechanisms must be in-place to provide notification of test results for patients receiving care in accordance with VHA Directive 1088, Communicating Test Results to Providers and Patients. The contractor s physician(s) shall complete the appropriate QM/PI documentation pertaining to all procedures, complications and outcome of examinations. Patient documentation is completed using the current electronic health record (EHR). 4.5.3.3 Contractor s physician(s) shall document care given and select appropriate Evaluation and Management (E&M) procedure codes in the current EHR. Documentation must be sufficient to support both the E&M and procedure codes. Documentation and coding functions must be completed by the end of each patient care encounter. Contractor s physician(s) shall follow all established patient safety and infection control standards of care. Contractor s physician(s) shall make every effort to prevent medication errors, falls, and patient injury caused by acts of commission or omission in the delivery of care. All events related to patient injury, medication errors, and other breeches of patient safety shall be documented in the medical record of those impacted and disclosed to the patient or surrogate. As soon as practicable (but within 24 hours) Contractors shall notify COR of incident and submit an entry in the VA Patient Safety Reporting System, following up with COR as required or requested. Contractor s physician(s) shall refer all patient/customer service issues to the Chief, Medicine Service and/or designee.
