Description
MARKET SURVEY/CAPABILITY ASSESSMENT FOR BOTH OR EITHER � BOEING 747-700 & BOEING 777 Initial & RECURRENT Pilot Qualification Trainings. NO PHONE CALLS PLEASE.�ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO THE CONTRACTING OFFICER. The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing both or either Boeing B-747-400 and Boeing B-777 Initial and Recurrent Pilot Trainings for Flight Standards Operations Inspectors and Aircraft Certification pilots employed by the Federal Aviation Administration (FAA). The required training services include initial/recurrent/supplementary ground school and simulator and/or flight training to FAA inspectors/pilots in both or either Boeing B747-400 and Boeing B-777 identified in the attached Performance Work Statement. Responses to this market survey will be used for informational purposes only.�This is not a screening information request (SIR) or request for proposal (RFP) of any kind.�The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.�Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.� At this time, the nature of the competition has not been determined.�The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing both or either Boeing B747-400 and Boeing B-777 Initial & Recurrent Pilot Qualification Trainings identified above and as outlined within the draft PWS.� The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $30.0 million. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. To better understand the competitive nature of this requirement, the FAA requests the following from interest vendors in accordance with the attached Performance Work Statement: � 1. Capability Statement - this document should identify: a. �Type of both or either Boeing B747-400 and Boeing B-777 Initial & Recurrent Pilot Qualification Trainings for pilots employed by the Federal Aviation Administration (FAA) provided by your firm. b. �Size and type of training provided on previous contracts (provide detailed information and past performance). c.� Number of years in business. d.� Business size and SAM registered UEI e. �Expected approach - respondents must provide their strategy for accomplishing this work. f. �Syllabus of training. g. �Specify if prospective offeror is postured to propose firm-fixed pricing per training scenario for the primary requirement, as well as firm-fixed hourly rates for Supplemental Training (if needed) for a five-year contract.� If not, specify how many years prospective offeror would propose firm-fixed pricing per training scenario or firm-fixed hourly rates. 2. Questions or comments regarding the draft Performance Work Statement. All responses to this market survey must be received by 5:00pm CST, April 13, 2023.�The FAA will only accept submissions; including attachments, electronically emailed to: scott.roberson@faa.gov Please include ""MARKET SURVEY RESPONSE: Boeing B747-400 and Boeing B-777 Initial & Recurrent Pilot Qualification Trainings� in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted.
