Description
Service contract for repair and maintenance services performed on a SeaTrax Kingpost Marine Crane #S9022, Serial # 4591. Crane is owned and operated by U.S. Army Corps of Engineers - St. Paul District, mounted on the Barge Leonard.� Between March 20 and April 21, 2023, the crane barge will be moored between�Lock & Dam 3 (Prairie Island, MN) and Lock & Dam 6 (Trempealeau, WI) on the Upper Mississippi River. After April 21, the barge and crane will be transiting to the Illinois River. The work will need to move with the barge.� The current state of the crane is that that there are failed components, worn components, and components overdue for maintenance. The primary failure occurred on the hydraulic drive system of the Auxiliary Load Hoist Assembly.� The auxiliary hoist hydraulic drive motor failed causing the hydraulic oil to be pushed into the auxiliary hoist gearcase thereby blowing out all the gearcase shaft seals and contaminating the gear oil.� The auxiliary hoist hydraulic drive motor requires replacement with one (1) new motor, and the one (1) existing failed motor shall be rebuilt by a manufacturer authorized servicing shop and delivered to Fountain City Service Base location as stock.� The auxiliary hoist gearcase requires new shaft seals, the sump to be flushed, and to be refilled with new 80-90W Extreme Pressure (EP) gear oil.� The hydraulic oil system was also fully contaminated when the auxiliary hoist drive motor failed. The hydraulic system requires a full flush and full change of the hydraulic system fluid in its entirety with Phillips Megaflow AW HVI Hydraulic Oil 32 or a compatible substitute that meets the manufacturers specifications.� Further inspection of the hydraulic main return line filter showed the filter element was clogged and that the hydraulic main return check valve installed at the filter inlet had failed.� Both are in the Engine Room, and both require replacement. Also in the engine room, a main hydraulic line for the boom hoist control manifold was found leaking (#20.29.2) and requires full replacement. It was found during the crane inspection that all the gearcases on the crane are due for oil changes.� These include the main and auxiliary hoist gearboxes, the boom gearcase, the quad pump drive gearcase, all three (3) of the slewing gearcases, and slewing gear oil day tank.� All gearcase oil sumps on the crane are to be drained, have the sumps flushed, and to be refilled in accordance with manufacturer specifications with new 80-90W Extreme Pressure (EP) gear oil. Additionally, the crane inspection showed that the boom cable guards are worn.� �The full set requires replacement.� The operator�s windshield wiper motor is nonoperational, and it requires replacement of the motor and wiper arm assembly.� The marine radio mic boom and touch to talk function on the joystick in the operator�s cab are nonoperational.� Both must be replaced and restored to full operational capability.� �� Lastly, given the age and lifetime operating hours of the Seatrax Crane, the manufacturer recommends an extra Boom Hoist Hydraulic Motor be kept on hand to prevent any extended periods of equipment down time.� The contractor is to provide one (1) new OEM Boom Hoist Hydraulic Drive Motor to be delivered to the Fountain City Service Base location as stock.� Total price shall include all labor for the certified technical lead, supervision, tools, supplies, parts, delivery of supplies, hazardous waste disposal, overhead, transportation, and environmental fees necessary to complete the repair.�� SOLE SOURCE The requirement that all parts used be new OEM, and the services performed by OEM certfied technicians precludes full and open competition. There are no known suppliers of these parts and services other than SeaTrax Inc. Therefore, the Government did not compete this contract.�
