Description
This is a Notice of Intent, not a request for proposal. �The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Mayo Clinical Laboratories, Rochester, MN 55901� Complete Blood Count (CBC) with differential CAT# CBC QTY: 40 Serum immunoglobulin CAT # IMMG QTY: 40 Serum immunoglobulin subclasses CAT # IGGS QTY: 40� Serum Diphteria Tetanus vaccine titer CAT # DTABS QTY: 40� Serum varicella titer CAT # VZPG QTY: 40 Serum rubella titer CAT # RBPG QTY: 40 Screening for antibodies in serum of individuals with SMAD4 variants is needed. Results will be returned directly to us and used for research purposes only. Sole Source Justification: �The quantification of immunoglobulin subclasses assay (cat IGGS) is exclusively performed by Mayo Labs, and is not available from another vendor. This testing is a continuation of a project to be compared to data collected from our previous cohort of patients at NIH. Due to limitations on blood draw volumes, multiple tests will be performed on a single sample. Thus all of the tests requested must be performed by single vendor. In order for the data collected from this new cohort of patients to be compared to data collected from our previous cohort of patients, the exact same test must be performed by the same vendor. The previous data was generated by Mayo Labs. Based on this vendor having performed the previous tests, for the continuity of the research and to ensure data research is not flawed, altered or compromised from using another source during a continued project or protocol, it is critical to have the same testing performed by the same source, in this case, Mayo Clinical Laboratories. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. �All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2168188 to Diana Rohlman at diana.rohlman@nih.gov �by 4:00 pm eastern standard time, April 12, 2023. �All responses received by the closing date of this synopsis will be considered by the Government. �A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. �
