- The purpose of this modification is to post Question and Answer Set 2: Page 1: Q1: Can you please verify that approximately 50 % or the trips are to/from the Greater Pittsburgh International Airport? A1. VA currently do not have an average number of trips are to/from the Greater Pittsburgh International Airport / VAPHS. Page 3, Para 3, States: Additionally, averages 4 trips outside of normal business hours, including nights, weekends and holidays. Q2: Is this an average of 4 trips outside of normal business hours PER WEEK, PER MONTH? A2. 4 is an average per day. Mod 1 states there is an average of 375 trips per month. However, the PWS on page 3 states there is an average of 4 trips per workday, and 4 trips outside normal hours. If there are 4 trips outside normal hours per week, the total trips per week would average 24, that means the average trips per month would be 96. 4 trips per day x 5 workdays = 20 trips per week 4 trips outside regular hours per week = 4 trips per week That totals 24 trips per week x 4 weeks = 96 trips per month. Q3: Is the average trips per month 375 or 96? A3. Paragraph 3 reads, Historically, VAPHS average four trips per weekday during normal business hours. Needs will vary based on demand and the number of trips can exceed 10 per day. Additionally, averages four trips outside of normal business hours, including nights, weekends, and holidays. Most trips average 20 25 miles, with an average of two trips per week between 25 and 75 miles when transporting beneficiaries between VAPHS main campuses and the Community Based Outpatient Clinics (CBOC). Average number of trips per month is 375. The number of trips can exceed 10/day. Q4: For those veterans being picked up on the wards, is there an area for the Contractor to conveniently park their vehicle? A4. Drivers can briefly stop in the garage area. Page 5, para 6.1 and 6.2 the contractor shall dispatch the trip to a driver who can respond within 45 minutes. Q5: Do we need to dispatch the driver from our garage within 45 minutes? Or does the driver need to be at the pickup point within 45 minutes? A5. Driver needs to retrieve the patient within the allotted 45 minutes Page 7 Q6: As the contractor is only given the Veterans name, how do we prepare the excel invoice with DOB & last four & appointment time? A6. The additional information (namely last 4) can be provided to the contractor/billing on a secured document. This information should not be provided to the driver. Q7. Is the contractor paid for round trip, or just one way? For example, if a veteran is transported from the VA Oakland to the airport, is the contractor just paid from VA to Airport? Or round trip. A7. Trip is one way transportation. Q8: If the invoices meet the contract maximum of $1,900,000; will the contract be terminated? Or is there a possibility that the Maximum could be increased? A8. If the maximum dollar is reached, there will be a conversation between the contractor and contracting as how to proceed. Q9: Do drivers need to be masked? Will veterans be masked? A9. This will change as COVID responses change. The driver needs to be masked and the patient is supposed to be masked. Q10: Is seatbelt usage for veterans in the front seat required? Is seatbelt usage for veterans in the back seat required? A10. All occupants should be seat belted in accordance with the law. Q11. Can you please expound upon the Cancellation Policy? Will the VA be required to cancel at least one hour before the trip? Two hours before the trip? If the contractor shows for the pick up, can the VA cancel after the contractor shows up? We would like to understand the Cancellation policy so that we can price this CLIN appropriately. A11. Cancellation policy is primarily if the contractor is not able to perform the trip. The VA may cancel the trip, but the cancellation could be while driver is enroute, due to issue beyond our control. Q12. Booking fee- is this just an example, for how you, would like it done. for Quantity 22,500.00? A12. Booking Fee per Trip for an estimate of 22,500 trips for the 5-year period of this contract. Q13. Unit Price- are you referring to how many vehicles? A13. Unit Price is Each (EA) or Trip (TRP). Q14. Per-minute for each minute- what is this number for 875,000.00 EA. Do I start with is number? A14. How much are you charging for each minute for the trip for an estimate of 875,000 for the 5-year period of this contract. Q15. Per-mile for each- I'm not quite understanding how to calculate this when I don't know the destination to come up with the cost? For example Company XYZ charges anything under 10mi is $XX.XX anything over that is additional $XX.XX per mile A15. I cannot direct any company as how to price any of the line items. Q16. Wait Fee & Cancellation Fee- How do I calculate those two when I don't know what the job consist of yet? A16. The description of the job is in the PWS. Q17. Grand Total - Is the grand total based on all my company s expenses including the list above? A17. Grand Total is the sum of all the line items. Q18. I do understand these are calculations for the next 5-years, right? A18. The government is awarding one 5-year IDIQ contract. Again, these calculations are to cover a 5 year contract. Q19. If my company is required to do 4500 trips by the end of the contract, and the company did not receive 4500 trips. What happens? A19. The number of trips is an estimate of 4500. It is not a guarantee. The actual number may be a little more or less. You are paid according to the actual number of trips. Q20. Is the contract extended do the price of the bid? or is it prorated? A20. I am not understanding your question. Q21. How is the contract paid out weekly biweekly or monthly? A21. The Awardee will invoice the VA monthly according to the instructions in the PWS. Q22. Is the company able to receive an advance on the contract? A22. I am sorry. The government will give advance pay on this contract.
