Presolicitation Notice Page 2 of 2 Presolicitation Notice Page 1 of 4 This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids for the project entitled Upgrade Fire Alarm System, Project No. 553-18-101 to be accomplished at the John D. Dingell VA Medical Center (VAMC) located in Detroit, MI. An Invitation for Bid (IFB) is planned to be issued on or about May 31, 2023. LOCATION OF WORK: Buildings 100, 101, 102 and 103 The general intent of this project is to upgrade the Fire Alarm System and all components. Work includes, but is not limited to, the following: The Construction Contractor shall provide all necessary equipment, material and labor to complete the upgrades as shown and specified in the drawings and specifications. The Construction Contractor shall coordinate and work with JCI/Simplex to upgrade the Fire Alarm System according to the requirements of the John D. Dingell VAMC along with City, State and Federal Fire Alarm Regulations. The period of performance for the project is One Hundred Twenty (120) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. Magnitude of cost for this project is between $2,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s certified in the Small Business Administration's (SBA) Veteran Small Business Certification (VetCert) database*: https://veterans.certify.sba.gov/ at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at SAM.gov on or about May 31, 2023. Further details of all dates and events, including site visit and bid due date, will be available in the solicitation. Contract Opportunities website is the only official location to obtain solicitation information and documents. A bidders list is not maintained. Offerors are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation. Prospective contractors shall complete their electronic Annual Representations and Certifications and shall be registered in the System for Award Management (SAM) at SAM.gov and shall be certified in the Small Business Administration's (SBA) Veteran Small Business Certification (VetCert) database*: https://veterans.certify.sba.gov/ prior to submitting an offer. *Effective January 1, 2023, prospective Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns shall be certified in the Small Business Administration's (SBA) Veteran Small Business Certification (VetCert) database: https://veterans.certify.sba.gov/. As of January 1, 2023, the agency's Vendor Information Pages (VIP) is no longer valid for SDVOSB/VOSB CVE verification purposes. The eventual awardee shall also have on file a current Department of Labor VETS4212 Federal Contractor Reporting filing at https://www.dol.gov/agencies/vets/programs/vets4212 (if applicable).
