- THE SOLICITATION FOR THIS PROJECT WILL BE POSTED ON OR ABOUT 24 April 2023. AND WILL CLOSE ON OR ABOUT 24 May 2023. PROJECT DESCRIPTION: �The Inyo National Forest has proposed to approve an upgrade to the Rock Creek boat launch facility. The boat launch is located on the north end of Rock Creek Lake. The existing facility consists of a flushing toilet building, two paved parking lots, paved roads and the boat launch area. The flushing toilet building was built in 1976 and the roads and parking lot were paved in 1979. The proposed improvements are broken down by category below: 1. Boat Launch Ramp: Demolition of the existing boat launch ramp, and replacing it with a single lane, concrete V-grooved ramp (approximately 100 ft. long by 20 ft. wide). A contractor will demolish the existing boat launching ramp using saw cutters, jack hammers, a mini-excavator or similar equipment, hand tools and a dump truck. The debris will be hauled away for disposal at an approved disposal site. During the demolition of the existing boat launch ramp, the contractor will install turbidity screens around the existing ramp to prevent debris from running off into the lake. 2. Boarding Float System: A boarding float; approximately 60 ft. long by 8 ft. wide will be installed. 3. Vault Restroom: The 1976 flush toilet building will be demolished and replaced with one unisex double vault toilet. The flush toilet building will be demolished using jackhammers, a backhoe or similar equipment, hand tools and a dump truck. The debris from the two flush toilet buildings will be hauled away for disposal at an approved disposal site. A water hydrant will be installed close (within 5 ft.) to the new vault toilet.The ground disturbed by these activities will be scarified to allow native plants to grow over the area. If possible, the double vault toilet will be installed as close to the parking area as possible. Otherwise it will be installed at the current location of the existing flush toilet building. 4. Accessible Pathway: A new pathway from the main parking area and restroom, to the boat launch ramp will be constructed. The new pathway will be made out of concrete and will meet all the required ADA/ABA accessibility requirements. Accessibility ramps will be constructed at two locations; one ramp will be constructed opposite the new double vault toilet building connecting the parking area to the new double vault toilet and the second ramp will be constructed near the new boarding float, providing easy access to the boarding float from the parking area for people with disabilities. 5. Parking Area: The existing parking area will be rehabilitated by resurfacing the existing pavement. The pavement will be overlaid, sealed and stripped and a drainage system will be installed to capture runoff from the parking area. The parking area will also be reconfigured to meet all required ADA/ABA accessibility requirements, including accessible parking stalls. The reconfigured parking area will include parking for vehicle trailers, passenger vehicles, and ADA accessible space. 6. Project Credit Sign: A new project credit sign will also be installed near the boat launching ramp, giving credit to the Department of Parks and Recreation, Division of Boating and Waterways for funding the project and to the USDA Forest Service for operation and maintenance of the facility. � PROJECT LOCATION: The Rock Creek Lake Boat Launching Facility is located approximately 190 miles South of Reno, Nevada, and the closest substantial community to the facility is the Town of Mammoth Lakes, CA, approximately 30 miles to the Northwest. The Facility is located on the the north side of Rock Creek Lake, which is part of the Rock Creek area in the Eastern Sierra of California. This area is part of the White Mountain Ranger District of the Inyo National Forest. Contractors shall furnish all labor, supervision, equipment, materials, transportation, supplies (unless specified elsewhere as Government-furnished), and incidentals required to accomplish specified work in compliance with the terms, specifications, and provisions of the contract. Work is estimated to begin around June 1, 2023. Engineering point of contact is Aaron Amuriat, telephone: 760-920-2093. Both performance and payment bonds will be required for this project as well as a bid guarantee. In accordance with FAR 36.204 the estimated magnitude of construction is between $500,000 and $1.000.000. This procurement will be solicited using North American Industry Classification System NAICS 237990 with size standard $45 mil. This project is set aside 100% Total Small Business. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above. This Pre-solicitation Notice does not commit the Government to contract for any supply or service.�� Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice.� All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense.� Please be advised that all submissions become Government property and will not be returned.� Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
