- Description
- The Federal Aviation Administration (FAA) intends to award a single source contract to Raytheon Intelligence and Space, Marlborough, MA, ATCBI-6 Mode 4/5 Modulation and Monitoring (M&M) units in support of the sustainability of the Air Traffic Control Beacon Interrogator (ATCBI-6) system. This is a one-time contract. In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures.� Raytheon, the systems integrator, designer, and Original Equipment Manufacturer (OEM), is the only known source for the Modulation and Monitoring (M&M) unit. Raytheon owns the proprietary data rights.� The limited data rights to this Raytheon equipment do not allow the Government to provide this data to a third-party commercial source for manufacturing purposes.� Since Raytheon has unlimited access to the proprietary data necessary to accomplish complete manufacture and operational testing of the M&M units, Raytheon is the single source vendor for this effort. The proprietary data rights exclusively available to Raytheon include all manufacturing specification data.� It would not be cost-effective or practical for any other sources to acquire and/or develop manufacturing capability for the M&M units The proposed principle North American Industry Classification System (NAICS) code for this effort is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,350 employees. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement.
