- NOTICE OF REQUEST FOR INFORMATION RELEASE. This is a notice to announce that a Request for Information (RFI) has been issued through the Sensors, Communications, and Electronics Consortium (SCEC) for Integrated Headborne Sensor System (IHSS) Prototype Development. This notice and the associated RFI documents are tentatively issued according to the authority provided under 10 U.S.C. � 2371b, Other Transaction Authority. The current due date for the Request for Information is 25 April 2023 at 1400 Eastern Standard Time. DESCRIPTION. The Government is seeking to develop, mature, and integrate advanced digital sensors and Heads Up Display (HUD) technology for dismounted Soldier applications. These advanced technologies will be integrated into prototype systems to demonstrate the improved performance in Soldier survivability, mobility, and Situational Awareness. The effort is set up such that the advanced components can be transitioned to any program that requires the capability. As such, the Government will require the data rights to the technical interface information for each of the components and to the advanced algorithms developed as part of this effort. The effort will be executed through a series of phases with additional capabilities being added through each of the phases. The systems will be designed to incorporate the advanced capabilities at the lowest possible Size, Weight and Power (SWaP). PROGRAM OBJECTIVE. The U.S. Army DEVCOM, C5ISR Center, RTI Directorate is addressing emerging requirements for state-of-the-art technologies that will provide the dismounted Soldier with enhanced situational awareness, mobility, and survivability by delivering a next generation HUD system with advanced components and capabilities. The CSISR Center is interested in receiving information from companies capable of developing a prototype capable of providing the technologies described above. The CSISR Center intends to use this information to invite a subsequent Request for White Paper (RFWP) or a Request for Project Proposal (RFPP) on the topic. HOW TO COMPETE. Only members of the Sensors Communications and Electronics Consortium (SCEC) in good standing are eligible to participate in this opportunity. A Request for Information response must be submitted through SCEC. The RFI is closed to foreign participation at all levels. Large and Small Businesses are eligible for SCEC membership and to compete for this opportunity. NOTICE OF FOLLOW ON PRODUCTION OPPORTUNITY.�Following successful completion of the prototype project, and subject to the availability of funds, the Government may transition from this prototype project to a follow-on production/sole source FAR-based contract or Other Transaction Agreement. The Government intends for this prototype project to procure a hardware and software prototype. It is expected that the full hardware and software prototype will be delivered at the conclusion of the effort. However, it is anticipated that this effort may lead to a follow-on FAR-based contract or Other Transaction Agreement for integration with additional systems. The Prototype Project Award (PPA) will provide for potential award of a follow-on transaction (to the Sub-Awardee), without the use of competitive procedures. The follow-on contract(s) or transaction(s) may be awarded to Sub-Awardee(s) that successfully and fully completed the prototype project. In sum, this RFI may be the only opportunity that an interested entity will have to compete for this requirement for several years. The Government encourages all interested firms to pursue this prototype project opportunity.
